30 specific policies for Da Nang City
Regarding the draft Resolution amending and supplementing Resolution No. 119/2020/QH14 of the National Assembly on piloting the organization of an urban government model and a number of specific mechanisms and policies for the development of Da Nang city, Minister of Planning and Investment Nguyen Chi Dung said that the contents of the policies in the draft Resolution of the National Assembly are built on the basis of regulations to continue implementing the policies of Resolution No. 119/2020/QH14 of the National Assembly that are being effectively implemented.
At the same time, create an effective legal basis to promote potentials and advantages, create breakthroughs, and resolve bottlenecks and bottlenecks in Da Nang's socio-economic development. From there, contribute to building and developing Da Nang City until 2030, with a vision to 2050 as the set goal.
One of the objectives of amending and supplementing Resolution 119 is to implement decentralization and maximum authorization for Da Nang City to create initiative, creativity, increase autonomy and self-responsibility of the City. Ensure the inspection and supervision tasks of the National Assembly, the Government, People's Councils at all levels of the City and have a control mechanism.
The draft Resolution stipulates two groups of specific mechanisms and policies with 30 specific mechanisms and policies. Of which, there are 9 policies on organizing urban government models, 21 specific policies for Da Nang development. In the group of policies on organizing urban government models, there are 7 policies similar to those applied in other localities (Hanoi, Ho Chi Minh City) and 2 new proposed policies.
These 7 similar policies include regulations on the authority of the City People's Council to decide on the number of cadres and civil servants working in wards and communes; Regulations on the structure of the Standing Committee of the City People's Council and the Committees of the City People's Council. At the same time, it assigns the authority of the City People's Committee to decide on the establishment, reorganization, dissolution, renaming, and regulations on the functions and tasks of specialized agencies under the District People's Committee.
Another policy is to add the title of District Police Chief and District Military Command Chief to the District People's Committee structure; Add the title of Ward Police Chief to the Ward People's Committee structure. Da Nang will have cadres and civil servants working at the ward level included in the staff of district-level cadres and civil servants and establish a Department of Food Safety.
The two proposed new policies stipulate the authority of relevant agencies to perform the tasks and powers of the District and Ward People's Councils in accordance with the provisions of law. In addition, the City People's Council has the authority to abolish documents issued by the District and Ward People's Councils before July 1, 2021.
Proposal to establish Da Nang Free Trade Zone
According to Minister of Planning and Investment Nguyen Chi Dung, in the group of 21 specific policies for Da Nang's development, there are 5 new proposed policies, including a new proposed policy for Da Nang, which is to pilot the establishment of the Da Nang Free Trade Zone.
“Vietnam’s current laws do not have regulations on the establishment and operation of Free Trade Zones. However, this is a popular economic model that exists in over 150 countries. Countries are constantly adjusting and piloting breakthrough and competitive mechanisms to attract investment and promote trade and service development,” informed Minister of Planning and Investment Nguyen Chi Dung.
According to Minister of Planning and Investment Nguyen Chi Dung, Vietnam has also gradually approached this economic model through the development of similar models on a smaller scale such as export processing zones, duty-free zones, duty-free shops, etc., aiming to establish a free trade zone in Vietnam to deeply integrate into the international economy.
The development of the Da Nang Free Trade Zone aims to create new development momentum, help accelerate the city's socio-economic development, promote its role as a locomotive, and lead the economic development of the North Central and Central Coast regions. This is the basis for piloting new policy research, as a premise for legalizing regulations on free trade zones for the whole country.
Creating the premise to promote socio-economic development
In the review report, Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh said that regarding the proposal to pilot the establishment of a Free Trade Zone, the Finance and Budget Committee believes that this is a breakthrough policy. If successfully implemented, it will create a premise to promote the socio-economic development of Da Nang City and the whole region.
This also has the meaning of laying the foundation for the formation of new policies in the process of operating a market economy, choosing breakthrough fields to focus on developing such as semiconductors and artificial intelligence. This is also an experimental step, while doing it, we will gain experience to gradually improve.
However, according to the Finance and Budget Committee, this is also a big problem, not only economic in nature but also related to national defense, security, order, social safety, and associated with institutions and the legal system.
Therefore, to effectively implement this policy of the Politburo, the Finance and Budget Committee proposes that the Government direct the clarification and specific regulations on a number of contents such as implementation resources, investment in infrastructure development, free trade zones, impacts on business development, economic growth, budget, society and regional spread...
Regarding the proposal to pilot the “one-stop” mechanism at the Management Board of the High-Tech Park and Industrial Parks of Da Nang City in the Free Trade Zone, the Finance and Budget Committee stated that this is also a new regulation on state management authority to facilitate the settlement of investment procedures for enterprises.
Therefore, the majority of opinions of the Finance and Budget Committee agree on the policy, but the Government needs to explain further to ensure the reasonableness of authority, feasibility, implementation capacity, and impact on security, order, and social safety, especially when the new regulation is related to foreign factors.
