The highlight of Quang Ninh in the first 6 months of the year is that the economy continues to maintain growth with a gross regional domestic product (GRDP) of 9.02%, ranking fourth in the Red River Delta and eighth among provinces and cities nationwide. Along with that, social security and welfare are guaranteed with many policies coming into life, gradually improving the quality of life for the people.
Many positive results
Sticking to the 2024 working theme of "Improving the quality of economic growth; developing culture and people rich in Quang Ninh identity", with the spirit of "no retreat, only action", the province has focused on directing and operating resolutely, with focus and key points, striving to best complete the assigned tasks and workload.
In the first 6 months of the year, the province's economy continued to maintain growth. Specifically, the processing and manufacturing industry increased by 23.05%, 10.3% higher than the same period in 2023, continuing to be the main growth driver. The tourism service industry increased by 13.85%, the total number of tourists to Quang Ninh is estimated at 10.4 million, up 18% over the same period, of which international visitors are estimated at nearly 2 million, up 140% over the same period. Total revenue from tourism is estimated at VND 22,285 billion.
Administrative reform and improvement of the investment environment continue to be prioritized by the province with many focused solutions and approaches, thereby promptly removing difficulties and obstacles for businesses and people. Quang Ninh continues to be a safe and reliable destination for businesses. Total foreign direct investment (FDI) attracted reached 1,549 million USD. Total social investment reached 48,035 billion VND, up 9.1% over the same period.
Along with that, key projects and works are being accelerated, promoting regional connectivity, facilitating travel, trade and economic development. The focus is on the following projects: Riverside road connecting from Ha Long - Hai Phong expressway to Dong Trieu town (section from Provincial Road 338 to Dong Trieu town); complete construction of Dam Nha Mac intersection; complete and put into operation Ben Rung bridge; complete and implement the Project to upgrade rural traffic in Quang Ninh province in the period of 2024-2025, with a vision to 2030.
Along with economic development, Quang Ninh always pays attention to improving people's quality of life, creating changes in cultural, social and human development, ensuring social security and welfare, narrowing regional disparities and the gap between rich and poor.
Notably, the total budget for social security in the first 6 months of the year reached over 1,100 billion VND, an increase of 10% over the same period in 2023. The fields of education and training, health, labor, employment, culture, society, and sports have made much progress. People's lives, especially in ethnic minority areas, mountainous areas, border areas, and islands, have been constantly improved and enhanced; opportunities to access high-quality health and education services have been expanded and the quality of health care for the people has been ensured.
The new rural construction program also achieved positive results when it was completed 2 years earlier at all 3 levels from province to commune. In particular, Binh Lieu is the first ethnic, mountainous and border district in the country to meet the new rural standards; Tien Yen and Dam Ha are the first 2 districts in the country to meet the advanced new rural standards according to the criteria of the 2021-2025 period. The whole province reduced 121 more poor households and 828 near-poor households. The social order crime situation decreased by 1.2% compared to the same period in 2023. Issues proposed by voters were promptly and thoroughly addressed.
Continue to deepen the innovation process
With the goal of maintaining a double-digit growth rate for the whole year (10.9%); State budget revenue of no less than VND 55,600 billion, Quang Ninh continues to set out many solutions and plans to continue developing the province's economy. Along with that, it is necessary to further improve the quality of material and spiritual life for the people, gradually narrowing the gap between regions.
Accordingly, the province persistently implements the transformation of development methods from "brown" to "green", green growth, sustainable development in economic, social, environmental and security aspects. Identifying 3 pillars to ensure economic growth in 2024: Processing and manufacturing industry; public investment, non-budgetary capital construction investment; tourism, services, marine economy and digital economy. Maintaining stability and sustainable development of the coal and electricity industries.
At the same time, improve the effectiveness and efficiency of budget revenue and expenditure management and strictly manage public investment. Speaking at the 19th Session of the 14th Provincial People's Council (regular mid-year session), Chairman of the Provincial People's Committee Cao Tuong Huy affirmed: The province will continue to closely link economic growth goals with human development, building a culture rich in Quang Ninh's identity; ensure social security, welfare, progress and equity, harmony between material life and spiritual and cultural life; continue to synchronously implement poverty reduction solutions, complete the target of no more poor households and reduce at least 50% of near-poor households according to the province's new multidimensional poverty standards.
