In an interview with Ha Tinh Newspaper reporters at the beginning of the year of the Dragon, comrade Vo Trong Hai - Chairman of the Provincial People's Committee emphasized: Key tasks after Tet will be implemented promptly, proactively, flexibly and effectively; there will be absolutely no slowdown or delay.

Reporter: Dear Chairman of the Provincial People's Committee! Following the direction of the Provincial Party Committee and the Provincial People's Committee, the entire political system and the social community have joined hands to take care of a warm and joyful Tet for the people. Could you please evaluate this result?

Chairman of the Provincial People's Committee Vo Trong Hai: Strictly implementing Directive No. 26-CT/TW dated November 23, 2023 of the Secretariat, Directive No. 30/CT-TTg dated December 15, 2023 of the Prime Minister ; Directive No. 39-CT/TU dated December 6, 2023 of the Provincial Party Committee on organizing the Giap Thin New Year 2024, activities during the Lunar New Year have been organized to achieve the set goals with the spirit of a happy, reunited, warm, safe, economical New Year, ensuring that everyone and every family has a New Year.

Abundant supply of goods to meet people's needs during Tet.

The functional sectors have actively participated in ensuring the supply of goods to meet people's needs; effectively preventing smuggling, trade fraud, counterfeit goods, poor quality goods, and violations of food safety and hygiene.

Campaigns to suppress crime, ensure social order and traffic safety were carried out synchronously and drastically, especially the traffic police force organized 100% of its personnel to be on duty "throughout the night, through the New Year" to handle violations of alcohol concentration, contributing to reducing the number of traffic accidents, helping people raise awareness, enjoy a healthy and safe New Year. The political security situation, social order and safety, security on the border, on land, at sea, in the air, and in cyberspace were ensured. Electricity, water and telecommunications services during the New Year were stable.

On the morning of February 15, Chairman of the Provincial People's Committee Vo Trong Hai and the working delegation came to burn incense in memory of the late Chairman of the Administrative Committee of Ha Tinh province Tran Quang Dat at Dai Lien village, Thanh Binh Thinh commune (Duc Tho).

Local Party committees and authorities have well organized visits and New Year greetings to veteran revolutionary cadres, heroic Vietnamese mothers, war invalids, sick soldiers, families of martyrs, families with meritorious services to the country; intellectuals, artists, prestigious people among ethnic minorities, outstanding religious dignitaries, military units, and regular forces on duty during the New Year holidays.

After 4 years of interruption due to the COVID-19 pandemic, before the Lunar New Year, the province successfully organized the program "Spring Homeland 2024" to meet and connect overseas Vietnamese, thereby encouraging them to continue to unite, help each other, preserve national cultural identity, and make positive contributions to their homeland.

During their working trips to the locality before Tet, the Central leaders, together with the provincial leaders, visited, encouraged and presented gifts to those in difficult circumstances, policy beneficiaries and social protection beneficiaries in the area. In particular, the work of socializing resources to care for the poor was effectively implemented, creating a widespread impact.

The "Warm Spring, Loving Tet" programs were widely organized in many localities and units, both mobilizing Tet gifts for people in difficult circumstances and bringing spiritual food to the people during the Tet holiday. During the Giap Thin Lunar New Year, the whole province presented 263,000 gifts to meritorious people, the elderly, poor households, near-poor households, social protection beneficiaries, children, and workers with a total cost of 106 billion VND (an increase of nearly 35,000 gifts compared to the Quy Mao Tet 2023); of which, 122,500 gifts were socialized, with an amount of 62.5 billion VND.

Cultural, sports, information and propaganda activities with the theme of celebrating the Party and celebrating spring were organized in many diverse forms, attracting the participation of a large number of people; many localities mobilized resources to invest in beautifying the streets during the traditional Tet holiday of the nation. On New Year's Eve, fireworks displays in Ha Tinh City, Hong Linh Town and Ky Anh Town were successfully organized, creating inspiration and excitement for people to enter the new year.

In many agencies and units, cadres and civil servants still work during Tet; in particular, armed forces regularly stay close to the area, strictly implementing the combat readiness regime; medical staff at hospitals and medical facilities are regularly on duty to examine, provide emergency care and treat people; reporters and editors of press agencies always closely follow events and activities before, during and after Tet to promptly provide and orient information to the public...

PV: In 2024, the entire political system of our province will continue to accelerate the implementation of socio-economic development targets with what solutions, comrade?

Chairman of the Provincial People's Committee Vo Trong Hai: 2024 is an important year in implementing the 5-year plan (2021-2025). The targets are all set quite high, demonstrating the determination of the whole province to make a breakthrough in the context of the world still having unpredictable developments and adverse impacts. Therefore, it is necessary to clearly identify the difficulties and challenges in each goal and target that the province has built in order to have effective implementation solutions.

Based on the resolution of the 19th Provincial Party Congress, the action program for the entire term, the conclusion of the mid-term conference, the resolution on socio-economic development issued by the Provincial People's Council, the key work program for 2024 of the Provincial Party Committee Standing Committee and Resolution No. 01/NQ-CP of the Government, the Provincial People's Committee has developed and issued the 2024 Task Framework Program with 77 key tasks associated with a specific implementation roadmap, clear assignment and division of tasks. The Government's action theme in 2024: "Discipline and responsibility; proactive and timely; accelerating innovation; sustainable efficiency" has been directed by the Provincial People's Committee throughout the authorities at all levels and departments and branches, in which the responsibility of the head in implementing the set goals and tasks is attached.

Timely allocate and assign the 2024 budget; resolutely implement the task of budget collection and public investment disbursement right from the beginning of the year; thoroughly save expenditures, especially regular expenditures. Overall review, arrange investment priorities and reform administrative procedures in allocating and disbursing public investment capital; improve the quality of project appraisal, tighten management, inspection and supervision.

Authorities at all levels and departments and branches continue to identify administrative reform, investment attraction, and enterprise development as key tasks in 2024. Accordingly, continue to resolutely implement solutions to upgrade the ranking of administrative reform indexes; promote digital transformation; strictly maintain discipline, build a working style and manner oriented towards the grassroots, serving the people among cadres and civil servants.

To promote investment attraction and support difficult areas and sectors, the province has directed the review, adjustment and supplementation of the 2023-2025 policy mechanism in line with reality. Strengthen support and attract investment in projects according to the Provincial Planning and continue to work closely with investors to speed up the progress of projects. In particular, priority is given to attracting investment in Vung Ang Economic Zone, logistics services, processing, manufacturing, agriculture, tourism, services, projects creating regional development linkages, creating a driving force for the province's development. Promote enterprise development, improve the efficiency of the collective economy. Pay attention to supporting small and medium enterprises; accompany and share with enterprises, remove difficulties, support administrative procedures, access to credit and land.

Industrial development continues to be a breakthrough in 2024 and the following years, in which the focus this year is to create all conditions for the Vung Ang 2 Thermal Power Plant to be put into trial operation at the end of the year; speed up the completion of procedures for infrastructure investment projects in industrial parks/clusters. Pay attention to infrastructure development, improve the quality and competitiveness of the trade and service sector; focus on promoting tourism and service projects in coastal areas; diversify tourism products to effectively exploit the potential of marine - cultural - ecological tourism.

The province continues to focus on promoting organic agriculture, promoting land concentration and accumulation, effectively implementing policies to encourage rural agricultural development, to increase the value of agricultural production in a sustainable manner. Focus on mobilizing the entire political system to implement the goal of building new rural areas and civilized urban areas, including building a specific roadmap and plan; assigning responsibilities to each unit and locality to strive to complete the task of building a new rural province in 2024.

In the field of culture and society, this year, the Provincial People's Committee directed departments, branches and localities to have effective solutions to solve the problem of surplus - shortage of teachers; organize reviews, assessments, and advise schools to invest in standard educational facilities and equipment. Along with that, speed up the progress of making Ha Tinh University a member school of Hanoi National University, striving to enroll students in the 2024-2025 school year. Continue to improve the quality of medical examination and treatment from the province to the grassroots level.

In 2024, the province will continue to prioritize cultural development and care for social security. Allocate adequate resources to implement Resolution No. 18-NQ/TU on building and developing Ha Tinh culture and people in the new period, which has just been issued by the Ha Tinh Provincial Party Committee. Pay attention to the regime and policies for people with meritorious services and policy beneficiaries; focus on disbursing capital for the national target program on sustainable poverty reduction; ensure social security. In particular, continue to call for and mobilize the implementation of the program to build community cultural houses combined with storm and flood shelters, flood-proof schools, and build houses for people in difficult circumstances; pay attention to attracting social housing projects to meet the needs of low-income workers; continue to support poor students and vulnerable groups.

Reporter: The goals and solutions for 2024 have been launched early with high political determination. Could you please tell us what key tasks the Provincial People's Committee will continue to direct after the Lunar New Year holiday?

Chairman of the Provincial People's Committee Vo Trong Hai: This year, we received the good news that Loc Ha district was recognized by the Prime Minister as a district meeting the NTM standards in 2023. The results of public investment disbursement by January 31, 2024 reached 133.6% of the plan assigned by the Prime Minister (the whole country, in 13 months, disbursement is estimated at about 93.12% of the plan assigned by the Prime Minister). By February 7, localities in Ha Tinh had completed the handover of the site to the project management board for all 285/285 column foundation locations (reaching 100%) of the 500 kV Quang Trach - Quynh Luu line. Localities basically completed the spring crop planting in 2024 to ensure the crop schedule before the Giap Thin New Year.

The key tasks after Tet have been promptly directed by the Provincial People's Committee to departments, branches, localities and units to proactively implement. Accordingly, it is necessary to continue to focus on ensuring traffic safety, security and order; strengthen market management, prevent and combat trade fraud, stabilize commodity prices; ensure means of transporting goods and passengers, especially public transport; closely monitor weather developments and the growth of spring rice to have timely solutions for care and pest control; pay attention to preventing severe cold for crops and livestock...

The Tet tree planting campaign will be launched simultaneously throughout the province on the first working day after the holiday. Along with the tree planting movement at the beginning of the year, patriotic emulation movements will continue to be launched in agencies, units and localities, making achievements towards the 120th anniversary of the birth of General Secretary Tran Phu, successfully implementing the resolutions of Party congresses at all levels and the Resolution of the 13th National Party Congress.

After Tet is the peak period of festivals associated with the start of the 2024 tourism season. Departments, branches and localities need to focus on management work so that activities take place in accordance with regulations, safely and healthily; at the same time, well implement solutions to stimulate tourism in the first months of the year and prepare early for sea tourism. At the end of February, the military handover ceremony will be held, so during this time, it is necessary to continue to pay attention to implementing well the activities to encourage and send off young people to join the army, and carefully prepare for the military enlistment festival.

After the successful conference to announce the Provincial Planning and Investment Promotion in 2023, 2024 will be the year with many large projects being implemented, especially the project to invest in construction and business of infrastructure of Bac Thach Ha Industrial Park (phase 1) with a total capital of nearly 1,600 billion VND by Vietnam Singapore Urban and Industrial Park Development Joint Stock Company (VSIP) striving to start construction in mid-April 2024. Therefore, the work of site clearance and accompanying and supporting investors in implementing the procedures and processes for project implementation requires the synchronous and drastic participation of all levels and sectors. Along with that, it is necessary to continue to closely follow the reality, focus on removing difficulties, and ensure the progress of implementing works and projects, especially key national projects such as: North-South Expressway Project and 500 kV transmission line circuit 3 Quang Trach - Pho Noi section through Ha Tinh.

A year with a huge amount of work requires the entire political system, the business community and each citizen to urgently focus and get to work right after the Tet holiday; absolutely no slacking off, slowing down the development cycle; no situation of "leisurely at the beginning of the year, hasty at the end of the year".
