Develop a master plan to stimulate domestic consumption
According to recently released data, in the first quarter of 2025, total retail sales of goods and consumer service revenue increased by 9.9% over the same period last year and only reached 7.5% if excluding price factors.
Domestic consumption accounts for 60-65% of GDP growth. To achieve the economic growth target of over 8%, the Government has set a target of 12% increase in total retail sales of goods and services this year. In the context of a volatile global economy, the domestic market of 100 million people is a solid driving force for growth.
On April 22, Prime Minister Pham Minh Chinh signed Official Dispatch No. 47/CD-TTg on a number of key tasks and solutions to promote economic growth in 2025. In particular, the Government leader requested the Ministry of Industry and Trade, ministries, agencies, and localities to step up the implementation of solutions to connect supply and demand, linking production with distribution and consumption; encourage e-commerce platforms to implement preferential policies to promote the consumption of domestically produced goods and local products; continue to organize nationwide promotional programs, bringing goods to rural areas, remote areas, border areas, islands, etc.
At the same time, effectively implement solutions to stimulate consumption in each locality, each product and nationwide, promote the campaign "Vietnamese people use Vietnamese products", OCOP program, e-commerce, online payment...
Talking to reporters of the Industry and Trade Newspaper about this issue, Mr. Bui Nguyen Anh Tuan - Deputy Director of the Department of Domestic Market Management and Development (Ministry of Industry and Trade) - said that in the context of this year's GDP growth target of over 8%, domestic consumption plays an extremely important role. Therefore, from now until the end of the year, there needs to be a short-term and long-term plan to achieve this target and create momentum for double-digit growth in the following years.
Accordingly, the Department is advising the leaders of the Ministry of Industry and Trade to develop a master plan to promote domestic consumption, following the Government's direction on stimulating and developing the domestic market, as well as promoting the campaign "Vietnamese people prioritize using Vietnamese goods".
Speaking to reporters of the Industry and Trade Newspaper, Associate Professor Dr. Nguyen Thuong Lang - Senior Lecturer of the Institute of International Trade and Economics (National Economics University) - said that the participation of ministries and branches in connecting supply and demand and stabilizing the market will help create effects and confidence for consumers.
In addition, businesses increasing the frequency of promotions during long holidays will encourage people to have more joy in consuming and shopping for goods, businesses will have more expectations for growth, thereby stimulating domestic purchasing power, creating momentum for growth in total retail sales of goods and consumer service revenue in the following quarters.
According to the General Statistics Office (Ministry of Finance), the size of Vietnam's retail market by 2024 will be about VND4,922 billion, equivalent to USD190 billion. The proportion of goods consumed through traditional retail channels will account for about 75%, direct modern retail 20% and online shopping 5%. |
