On the morning of November 14, the working delegation of the National Steering Committee for Voluntary Blood Donation led by Ms. Bui Thi Hoa, President of the Central Committee of the Red Cross Society, Deputy Head of the Standing Committee of the National Steering Committee for Voluntary Blood Donation (VBD) had a working session with the Provincial People's Committee and the Steering Committee for Voluntary Blood Donation of Thanh Hoa province.

According to the report on the results of voluntary blood donation mobilization in 2023 and the first 6 months of 2024, Thanh Hoa currently has 27/27 districts, towns and cities that have established voluntary blood donation steering committees; 545/559 communes, wards and towns have established voluntary blood donation steering committees. The steering committees at all levels operate according to the principle of democratic centralism, organizing and implementing propaganda, mobilization and blood donation activities. The steering committees at all levels regularly coordinate with departments, branches, sectors, unions, universities, colleges, vocational and professional secondary schools, districts, towns, cities, agencies, units and enterprises to propagate, mobilize and encourage people of all walks of life to participate in voluntary blood donation.

The Provincial Steering Committee for Blood Donation Mobilization always pays attention to establishing and maintaining various types of clubs, focusing on developing blood donors through various types of clubs. Up to now, the Steering Committee for Blood Donation Mobilization at all levels has established 21 reserve blood donation clubs; 1 rare blood group club; 18 clubs for propaganda and mobilization of blood donation; 2 platelet blood donation clubs. The implementation of policies and benefits for blood donors is ensured in accordance with regulations.
Thanh Hoa is a locality that has organized the Red Journey program for 12 consecutive years and regularly launches and responds to campaigns, events, festivals, and voluntary blood donation days in the area. Basically, every month in the province, districts, localities, and units, there are events related to voluntary blood donation days. Many typical campaigns and events, such as: The voluntary blood donation campaign on the occasion of Lunar New Year and "Pink Spring Festival", "Pink Drops of White Blouse"; events "National Voluntary Blood Donation Day - April 7", "Pink Drops of Youth Volunteers".

As a result, in 2023, the Provincial Steering Committee for Blood Donation Mobilization coordinated with units to organize 110 blood donation drives, with over 45,000 people registering to participate and receiving 42,421 unconverted blood units, reaching 106% of the target assigned by the Central Government. In the first 6 months of 2024, the Provincial Steering Committee for Blood Donation Mobilization coordinated with units to organize 54 blood donation drives, with over 30,000 people registering to participate and receiving 27,576 blood units, reaching 65% of the target assigned by the Central Government for the whole year of 2024.

At the conference, delegates further clarified the implementation of policies in blood donation; the process of receiving and safely transfusing blood; management of blood donors and blood donation clubs; granting certificates to blood donors; the structure of allocating quotas to units; applying digital transformation in blood donation; and promoting the integration of blood donation with organ and tissue donation.

In her concluding remarks at the meeting, President of the Central Red Cross Society, Deputy Head of the Standing Committee of the National Steering Committee for the Mobilization of Voluntary Blood Donation Bui Thi Hoa acknowledged and highly appreciated the achievements of the Steering Committee for the Mobilization of Voluntary Blood Donation in Thanh Hoa province; the attention and leadership of the Thanh Hoa Provincial People's Committee for the work of voluntary blood donation. At the same time, the President of the Central Red Cross Society also pointed out the limitations that need to be overcome in the work of voluntary blood donation in the province.
Wishing that the voluntary blood donation movement be widely propagated and spread to all localities in the province, the Chairman of the Central Red Cross Society requested the Provincial Steering Committee for Voluntary Blood Donation to advise Party committees and authorities at all levels to strengthen leadership and direction to promote the propaganda and mobilization of voluntary blood donation in the province; closely coordinate with blood receiving units to develop plans and targets for receiving and mobilizing various types of communication on mass media. In allocating blood donation targets, it is necessary to focus on improving the quality of activities of voluntary blood donation clubs; strengthen inspection and supervision of the implementation of regulations related to voluntary blood donation work; continue to do a good job of honoring and rewarding according to regulations.
For the health sector, it is necessary to direct blood receiving facilities to enhance their professional capacity, meet all conditions to ensure blood receiving and using, and meet local blood needs; coordinate and unify the development and implementation of blood receiving plans, adjust blood receiving targets to suit local needs; support training to improve capacity for staff and volunteers; coordinate the organization of communication activities, campaigns, and events. At the same time, it is recommended that the health sector coordinate in researching, considering and finding resources to mobilize and support equipment and human resources for the province to establish Red Cross blood donation points in urban areas, creating favorable conditions for people to participate in blood donation; properly and fully implement the regime, policies, care, consultation, and management of blood donors and support funding for blood donation units according to regulations.
The Deputy Head of the Standing Committee of the National Steering Committee for Mobilizing Red Cross Volunteers also hopes that Thanh Hoa province will pay attention to and create favorable conditions in terms of human resources, funding, and facilities for the Red Cross Society so that the Society can promote its core role, bridge, connection, and coordination in humanitarian activities. Thereby, strengthening the leadership and direction of the Party over the work of the Red Cross Society.

Speaking at the meeting, Permanent Vice Chairman Nguyen Van Thi affirmed: With the attention of the National Steering Committee for Donor Care, the National Institute of Hematology and Blood Transfusion; the leadership and direction of the Party Committees, authorities at all levels, the coordination of departments, branches, organizations, agencies, units, and enterprises in the province, the Donor Care movement has spread widely and achieved remarkable results. The Provincial Donor Care Steering Committee has closely followed the assigned plans and targets, actively and successfully organized Donor Care campaigns and events.
In order to better lead, direct, mobilize, propagate and implement the tasks of voluntary blood donation, the Standing Vice Chairman of the Provincial People's Committee accepted the opinions of the working delegation and the conclusions of the Standing Deputy Head of the National Steering Committee for Voluntary Blood Donation.
