
After the Government issued Decree No. 09/2017/ND-CP dated February 9, 2017 detailing the statements and information provision to the press by state administrative agencies, the People's Committee of Nghe An province issued a document directing state administrative agencies to disseminate, thoroughly understand and strictly implement the regulations on statements and information provision to the press. The Department of Information and Communications has also issued many documents guiding the contact and work with the press, guiding the appointment of spokespersons and the provision of information to the press to ensure criteria and standards.

State administrative agencies in Nghe An province must comply with regulations on appointing spokespersons, authorized spokespersons and providing information to the press as prescribed in Decree No. 09/2017/ND-CP. The list of spokespersons of state administrative agencies in the province is publicly announced on the Nghe An Provincial Electronic Information Portal.
Currently, the Provincial People's Committee has issued Decision No. 29/2023/QD-UBND dated November 6, 2023 on promulgating the Regulations on speaking, providing information to the press and handling information posted and broadcast in the press, information reflected on social networks of state administrative agencies in the area. The Decision clearly stipulates the responsibilities of state administrative agencies in handling information posted and broadcast in the press.

In particular, in this new regulation, Nghe An has included regulations on the responsibilities of state administrative agencies, cadres, civil servants and public employees in handling "information reflected on social networks" regarding the performance of duties and public services of those agencies, individuals, cadres and civil servants.
This regulation aims to improve the quality and effectiveness of the performance of duties and public services of cadres, civil servants and public employees in Nghe An; help authorities take the initiative in handling subjects who take advantage of social networks to post false information, insulting the reputation of organizations and the honor and dignity of individuals.

At the meeting, representatives of departments, branches and localities of Nghe An province assessed: State administrative agencies in the province basically comply with regulations on speaking and providing information to the press in sudden and unusual cases.
Press agencies actively follow the information content provided by state administrative agencies, promptly propagating the province's major development policies and orientations.

However, in this field, there are still difficulties because spokespersons in some agencies and units have not yet fully promoted their roles and responsibilities in speaking and providing information to the press; there is still a situation of being afraid to contact the press or not having many skills and experience in contacting reporters when speaking and providing information to the press, and handling press information.
Many press agencies have not complied with the provisions of the Press Law in the process of sending reporters to work in Nghe An (especially reporters from magazines). This has caused some difficulties in making statements and providing information to the press by the state administrative agencies of Nghe An province.

Delegates also suggested to soon organize training courses and provide guidance on communication skills for staff who are also in charge of policy communication work of departments, branches, sectors and localities. Provide guidance to units and localities on how to effectively use digital platforms to serve policy communication work; study and propose adjustments and amendments to provisions of the Press Law that are not suitable for practice; provide specific guidance on the implementation of the Press Law; strengthen management of cyberspace, etc.

At the meeting, the working delegation of the Ministry of Information and Communications and provincial leaders, leaders of a number of departments, branches and localities focused on exchanging, discussing and clarifying further issues of implementing legal regulations on speaking and providing information to the press in the province.
The working group received and synthesized the province's opinions and recommendations to report to the Ministry of Information and Communications for research and proposed to competent authorities to adjust and amend the implementation of regulations on speaking work and forms of providing information to the press in a timely and effective manner./.
