Implementing the Project "Sustainable development of cassava industry to 2030, vision to 2050"; Lao Cai Provincial People's Committee has just issued Document No. 2805/UBND-NLN dated May 31, 2024 directing relevant agencies, units and localities to strengthen the management of cassava growing areas, associated with processing and consumption of cassava products.
Department of Agriculture and Rural Development
Preside over and coordinate with the People's Committees of districts, towns and cities to actively propagate and mobilize people to produce cassava sustainably according to the planning and orientation of the province. Increase the use of new, disease-free varieties, high-yield, good-quality varieties put into production to improve productivity and product quality.
Regularly check and grasp information and growth status of crops; monitor natural disasters, pests and market fluctuations to have timely solutions and protect production results.
Strengthen the inspection and examination of production and trading establishments of input materials for production (seeds, fertilizers, pesticides, etc.) to promptly prevent violations, so that cassava growers can use materials that ensure quality.
Coordinate with provincial departments, branches, sectors and localities to synchronously implement solutions to support businesses and cooperatives to participate in investment in production linkage, purchasing and processing cassava for people in the province.
People's Committees of districts, towns and cities
Strictly control the cassava growing area according to the planning and agricultural land use plan in the locality, do not let people develop cassava spontaneously; do not cut down forests and other perennial trees to grow cassava; gradually convert the cassava growing area to crops suitable for local production conditions, with stable consumption markets and high economic value.
Develop a suitable cassava planting plan, associated with sustainable cassava cultivation to protect the land and prevent erosion. Mobilize people to use cassava varieties with high yield, starch and dry matter ratio such as KM60, KM94, KM98-7... combined with intensive investment to improve productivity and product quality.
At the same time, guide people to apply sustainable farming techniques on sloping land such as: Minimum tillage; creating anti-erosion barriers; crop rotation, intercropping with short-term crops such as beans, peanuts, sesame; intercropping cassava in perennial/forestry gardens (agroforestry) when the trees are still small in the first 1-3 years; improve productivity, product quality, create sustainable raw material areas, contributing to stabilizing people's income.
Strengthening plant protection work, aiming to detect early and proactively apply timely pest control measures for some common pests such as: Witch's broom disease, mealybugs, red spiders, cassava mosaic.... People in cassava growing areas are advised to use disease-free varieties, not to use disease-sensitive varieties, and not to use cassava cuttings in infected areas. For cassava growing areas with severe disease and large areas, localities need to immediately notify specialized agencies and organize timely destruction to avoid widespread spread.
Strengthening the management and supervision of cassava processing organizations and individuals in the area; Creating favorable conditions for cassava processing enterprises and cooperatives in the area to participate in linking product consumption, investing in intensive farming of raw materials for people to improve crop productivity and land use efficiency, creating a stable and sustainable raw material area.

Strengthening production links with people, promoting the application of science and technology, synchronously applying mechanization, intensive farming to increase productivity to build stable and sustainable raw material areas for processing.
Innovate technology, promote the application of deep processing technology, create quality products, diversify products to attract investment and consumption markets to increase economic efficiency.
Strictly implement commitments on environmental protection, promptly remedy incidents causing environmental pollution during the operation of processing plants.
