On February 17, 2025, the Provincial People's Committee issued Directive No. 04/CT-UBND on strengthening the management of fishing vessels, ensuring safety for people and means of fishing activities in the province.

According to the assessment of the Provincial People's Committee, although the management of fishing vessels has achieved many positive results in recent years such as controlling "2 no's" and "3 no's" fishing vessels, raising fishermen's awareness and reducing the number of accidents, there are still limitations such as the situation where people arbitrarily buy new, build new, and convert fishing vessels without complying with legal regulations. In addition, the registration, inspection, and licensing of fishing vessels still have many shortcomings, and fishing vessel accidents at sea continue to occur.

To address these issues, the directive has proposed many drastic solutions. In particular, the Department of Agriculture and Rural Development is assigned to continue guiding fishermen to exploit according to the Solidarity Group for production at sea to support each other in production, when accidents and natural disasters occur; organize 24/7 on-duty to operate the system to monitor fishing vessel journeys, promptly provide information and warnings to fishing vessels about weather conditions at sea; strengthen training on fishing vessel management, ensure safety for people and fishing vessels; guide fishermen to avoid storms to ensure safety, coordinate with relevant authorities to support fishermen when incidents and natural disasters occur at sea.

The Provincial Border Guard Command is assigned to strictly control fishing vessels at the estuaries, resolutely not allowing fishing vessels to leave port without full procedures and conditions for safety for people and fishing vessels, communication equipment as prescribed and cases of not painting license plates, marking fishing vessels, operating in the wrong profession, storing prohibited fishing gear. In particular, the Border Guard will closely monitor crew registration, require ship owners to buy insurance for workers and strictly prohibit the use of child labor on fishing vessels; strictly handle violations according to regulations, especially fishing vessels that frequently lose connection to monitoring the journey.

On the side of the Provincial Police, direct relevant functional units to closely coordinate with sectors and authorities at all levels to propagate and disseminate laws on fisheries; supplement and clean fishing vessel data to serve the implementation of fishing vessel identification according to the tasks in the Coordination Regulation No. 2602/QC-QLHC-TS dated December 10, 2024 between the Department of Administrative Police for Social Order and the Department of Fisheries; handle violations in fishing according to the provisions of law.

For the authorities at the district, town, coastal city levels and Thanh Hoa City, the key task is to effectively manage fishing vessels, issue registration and licenses for fishing vessels under 12m in length according to decentralization, ensuring that licensed fishing vessels are fully equipped with safety equipment according to regulations. Localities are also required to continue to consolidate and develop solidarity groups for exploitation at sea to enhance the ability to support each other when accidents or natural disasters occur.

A notable point in the directive is the requirement that fishing vessel owners must notify the fisheries management agency or the Coast Guard Stations/Station about the vessel's communication frequency; when encountering an incident or accident at sea, promptly notify the nearest Coastal Information Station, Coast Guard Station, etc. about the location of the fishing vessel in distress, the number of people on board, and send a distress signal when necessary; during operations at sea when there is a storm or tropical depression, the captain must use urgent measures to bring the fishing vessel to a safe anchorage or shelter.

To ensure the strict implementation of this directive, the Provincial People's Committee assigned the Department of Agriculture and Rural Development to preside over, synthesize and report the results periodically on June 30 and December 15 every year.
