To ensure strict enforcement of legal regulations on water resources, the Provincial People's Committee has just issued Directive No. 24 on strengthening the management and protection of water resources in the province. Thereby, not only improving the effectiveness and efficiency of state management of water resources but also promptly preventing and strictly handling acts in illegal drilling and exploitation of water resources.
Many households growing ornamental plants in Duc Bac commune (Song Lo) have installed automatic irrigation systems to help save water.
Vinh Phuc currently has 4 large inter-provincial rivers flowing through it, including the Red River, Lo River, Pho Day River and Ca Lo River; 9 intra-provincial river and stream basins with a length of 10 km or more, along with a system of large reservoirs and underground water sources, bringing the potential of water resources in the area to about 140 billion m3/year.
In recent years, the exploitation and use of water resources and the State management of water resources in the province have had many positive changes; authorities at all levels have enhanced their responsibilities, promoted the effectiveness and efficiency of the State management of water resources in the locality.
In 2023, the Provincial People's Committee issued Plan No. 211 on water resources inventory for intra-provincial surface water sources in Vinh Phuc by 2025. Approved 18 dossiers on water resources.
Including 2 applications for extension of water resource exploitation license, 6 applications for surface water exploitation license, 3 applications for underground water exploitation license, 1 application for return of water resource license, 2 applications for underground water exploration and exploitation and 3 applications for registration of surface water exploitation and use.

Approved money for granting water resource exploitation rights for 10 projects with a total amount of nearly 1.5 billion VND; supervised the filling of 4 unused wells.
Currently, the province has 33 surface water exploitation projects with a total exploitation flow of nearly 15 million m3/day and night and 82 underground water exploitation projects with a total exploitation flow of over 116 thousand m3/day and night for industrial production, services and daily life with valid licenses.
In 2023, the Department of Natural Resources and Environment coordinated with relevant departments and agencies to inspect the implementation of laws on establishing and managing water source protection corridors in the area; reviewed, adjusted and supplemented the list of lakes, ponds and lagoons that cannot be filled; inspected the exploitation and use of water resources and the discharge of wastewater into water sources.
At the same time, inspect and supervise the management, use and protection of lakes, ponds and lagoons that are not filled in the area and organize activities in response to "World Water Day" and "World Meteorological Day". The Department of Natural Resources and Environment is submitting to the Provincial People's Committee for approval of the outline, estimate and additional funding for the task of organizing propaganda activities to raise public awareness about the use of clean water in daily life in the province; approve restricted areas for underground water exploitation in the province.
Thereby contributing to the successful implementation of the province's socio-economic development goals; ensuring water security, protecting the environment; proactively preventing degradation and depletion of water resources.
Besides the achieved results, the management and protection of water resources for surface water sources in the list of intra-provincial rivers and groundwater in some localities is still ineffective.
The supervision of water resource exploitation and use in some localities is not strict; there are still expired water resource exploitation wells, unused wells that are not filled according to regulations; illegal water resource exploitation still occurs in some localities; the phenomenon of organizations and individuals practicing exploration drilling and exploiting water resources without a license is still common.
Contributing to improving the effectiveness and efficiency of State management of water resources, ensuring strict implementation of legal regulations on water resources, the Department of Natural Resources and Environment is investigating, evaluating, determining and announcing the minimum flow value on the intra-provincial river and stream systems in the province; organizing propaganda activities to raise public awareness about using clean water in daily life.
Strengthen inspection and examination of water resource exploitation activities, promptly detect and strictly handle violations of the law in water resource exploitation.
Organize the construction and operation of a water resources monitoring system in the province. Direct and urge owners of water resources exploitation projects to install a water resources monitoring system and integrate it into the province's monitoring system.
