Realizing the Party's resolution, in recent times, the Quang Ninh Provincial Party Committee has had many effective and creative ways in Party building and rectification, thereby creating solidarity and consensus within the entire Party Committee, successfully implementing local political tasks.
The province has proactively and promptly applied the Party's policies and resolutions to the actual conditions and circumstances of the locality by improving the quality of promulgating policies, mechanisms and development policies in a practical, concise, feasible and focused manner; focusing on the leadership, organization, implementation, inspection, supervision, urging, preliminary and final reviews; selecting urgent, prominent, limited and weak issues in localities, agencies and units to focus on solving according to the motto "3 clear" (clear work, clear responsible person, clear completion time). In particular, the Provincial Party Committee and the Provincial Party Committee Standing Committee continue to strongly innovate leadership methods in the new situation, both focusing on effectively solving regular, immediate and urgent tasks and implementing fundamental tasks and solutions in the medium and long term. In 2024, the province issued 8 resolutions, 3 directives, 8 regulations, 9 provisions, 2 instructions, 7 programs, 103 plans, 126 reports, 269 conclusions, notices... At the same time, it promoted the synchronous application of IT in the leadership, direction and operation of agencies, units and localities from the province to the grassroots level.
Decentralization, delegation, authorization and improvement of coordination efficiency in leadership, direction and administration, associated with binding responsibilities, strengthening inspection, supervision and control of power continue to receive attention and direction, achieving many positive results. Party committees and organizations at all levels continue to innovate working methods, styles and ways to ensure science, democracy, closeness to the people, for the people, especially the contingent of cadres and party members have focused on closely following reality, diligently learning, saying goes hand in hand with doing and doing to the end, thoroughly, with high determination, taking drastic and effective actions.
Party committees from the provincial to the grassroots levels always pay attention to grasping the ideological developments of cadres and party members in many ways, especially through party cell meetings, professional meetings, work exchanges, etc. The dissemination and implementation of Party resolutions, studying and following Ho Chi Minh's ideology, morality and style are of interest to Party committees and units at all levels with many attractive forms, creating a strong influence, attracting a large number of cadres, party members and people in the province to study. Specifically, resolutely directing, seriously and effectively implementing the Resolutions of the 4th, 5th, 6th and 8th Central Conferences (term XIII), in conjunction with promoting the study and following of Ho Chi Minh's ideology, morality and style; regularly reviewing and perfecting regulations, rules, procedures and coordination mechanisms related to the organization and operation of Party committees and organizations, ensuring compliance with the principle of democratic centralism; Strengthen the protection of the Party's ideological foundation, fight against erroneous and hostile viewpoints in the new situation, pilot the implementation of the model of Party Cell 35; thoroughly grasp and implement Regulation No. 144-QD/TW dated May 9, 2024 of the Politburo "Regulations on revolutionary ethical standards of cadres and party members in the new period" and step up the fight, prevent and repel the degradation of political ideology, ethics, lifestyle, "self-evolution", "self-transformation"...
Also in 2024, the Provincial Party Committee directed the work of perfecting personnel, mobilizing, assigning, and appointing key officials at all levels to meet requirements, ensuring compliance with central regulations, objectivity, transparency, and democracy; closely linking the personnel work at the Party Committee level with the plan for reasonable, scientific arrangement, assignment, and assignment of "right person, right job"; directed the development and implementation of the model of "4-good Party Cell", "4-good Grassroots Party Committee" in the Provincial Party Committee; issued 3 new regulations on the management and implementation of cadre policies, ensuring adjustments and updates in accordance with central regulations, overcoming shortcomings and increasing decentralization of responsibilities in implementation. At the same time, review and supplement the cadre planning for the 2020-2025 term (2021-2026); Issue Decision No. 1324-QD/TU (dated February 5, 2024) on reorganizing the apparatus of specialized advisory and support agencies of the Provincial Party Committee according to Regulation No. 137-QD/TW dated December 1, 2023 of the Secretariat; direct to continue streamlining the payroll associated with restructuring, improving the quality of the staff according to job positions to improve the quality of the staff and operational efficiency, streamlining the organization and apparatus. To date, there have been reductions of: 1 public service unit under the department, 17 public service units under the district-level People's Committee, 6 commune-level administrative units, 7 public service staff quotas, 978 quotas of people working with salaries from the state budget, 90 commune-level public service staff compared to 2023.
The work of inspection, supervision, investigation, prosecution and trial continues to be led and directed to be comprehensively strengthened, with a focus and key points. In particular, supervision and inspection at all levels, inspection when there are signs of violations associated with handling the responsibilities of cadres and party members continue to be focused on. In particular, self-inspection and self-supervision of Party committees, Party organizations and organizations in the political system are strengthened, promptly detecting from within to immediately correct violations as soon as they arise, from afar, early, from the grassroots, not allowing small violations to accumulate into major shortcomings and violations. In 2024, Party committees at all levels conducted inspections of 1,688 Party organizations and 7,113 Party members, and supervision of 1,524 Party organizations and 5,955 Party members; Disciplinary action was taken against 334 party members (103.4% compared to the previous year, including 47 committee members, accounting for 14% of the total number of disciplined party members), 5 party organizations (100% compared to the previous year). Inspection Commissions at all levels disciplined 106 party members (139.4% compared to the previous year, including 27 committee members, accounting for 25.4% of the total number of disciplined party members); 5 party organizations.
Thanks to the promotion of Party building and rectification work, it has significantly contributed to consolidating and enhancing people's trust in the Party's leadership; solidarity and unity within Party committees and organizations from the provincial to grassroots levels continue to be maintained; democracy within the Party has been expanded, creating consensus in the whole society and the entire political system; the vanguard and exemplary role of cadres and Party members, especially leaders and managers, has had many clear positive changes.
