Strengthen measures to reduce traffic accidents in rural areas

Recently, with the drastic participation of all levels and functional sectors, the traffic accident situation in the province has been basically controlled and reduced. However, the worrying thing is that traffic accidents in rural areas tend to increase, requiring all levels and functional sectors to pay attention and have effective solutions to ensure the safety of people's lives and property when participating in traffic.

Nearly 2 months have passed but the people of Binh An commune (Binh Luc) are still shocked by the tragic death in a traffic accident of Mr. Nguyen Van H. (born in 1995, with permanent residence in Bac Ly commune, Ly Nhan district) while traveling through the area. According to some people living in the area where the accident occurred, a young man driving a motorbike crashed into a traffic marker on the side of the road, lying motionless, the motorbike was thrown about 15 meters away. The impact was so strong that the victim did not survive. Before that, in Thanh Ha commune (Thanh Liem district), there was also an accident between a truck and a motorbike going in the same direction, causing Ms. Do Thi Q, (in My Thuan commune, Vu Ban district, Nam Dinh province), the motorbike driver, to die on the spot...

These are just two of dozens of heartbreaking traffic accidents that have occurred on rural traffic routes in the province in recent times. According to statistics from the Provincial Traffic Safety Committee, in 2024 alone, the province had 288 traffic accidents and collisions, killing 148 people and injuring 26 people (an increase of 6 cases, an increase of 8 deaths, and a decrease of 4 injuries compared to the same period in 2023). Of which, traffic accidents on rural traffic routes increased in all three criteria of number of cases, number of deaths, and injuries with 67 traffic accidents and collisions, killing 43 people and injuring 45 people (an increase of 32 cases, an increase of 25 deaths, and an increase of 17 injuries compared to the same period in 2023).

Increased traffic volume in rural areas is one of the causes of increased traffic accidents.

Through traffic accidents occurring on rural roads, it can be seen that there are many reasons for the increase in traffic accidents in this area. In particular, many roads still lack a system of signs, danger warnings, a system of markers, and barriers to guide traffic participants; the situation of holding markets, parking vehicles, advertising signs, setting up stalls, gathering construction materials, drying rice, agricultural products, grazing livestock on the road... encroaching and violating traffic corridors is still common. But the most important is still the limited awareness of traffic participants in complying with the Law on Road Traffic Safety; violations of traffic safety in rural areas occur mainly due to drivers carrying more people than the prescribed number; not wearing helmets when riding motorbikes, scooters, electric scooters; driving over the speed limit, carrying bulky goods, overtaking vehicles in violation of regulations, and driving without observation; many traffic participants - especially young people - use alcohol and beer. In particular, it is still quite common for children to drive motorbikes and mopeds, carrying 2-3 people, and still drive on the road. In addition, state management of traffic safety and order in some localities, especially at the commune level, is still limited; propaganda, dissemination and legal education on the Law on Road Traffic Safety and Order have not been maintained regularly and are not very effective; patrol and traffic control forces on rural roads are still lacking and thin...

In order to reduce traffic accidents in rural areas, it is necessary to have synchronous and effective solutions from the functional sectors and local authorities. First of all, the functional agencies and local authorities need to continue to promote the propaganda, dissemination and education of laws on traffic safety and order, focusing on propagating that people in rural areas need to strictly implement accident prevention solutions, such as: complying with speed and regulations when participating in traffic; not driving after drinking alcohol; strictly complying with regulations on protecting traffic safety corridors; clearing trees, bushes, and removing obstacles so as not to affect visibility, ensuring smooth traffic corridors. Along with that, local authorities need to coordinate with the functional sectors to conduct surveys and assess the current situation of ensuring traffic safety and order in the area, thereby proposing competent authorities to install traffic signs and warnings on roads where accidents often occur; Build and replicate models and clubs to maintain traffic safety order in localities, such as: traffic safety self-management groups, traffic safety school gates, etc.

On the part of the authorities, it is necessary to arrange forces and means to increase patrols, control, and strictly handle violations of the law on traffic safety and order, especially those with high risk of causing traffic accidents; controlling traffic safety in rural areas requires the drastic participation of authorities, such as commune police, militia and self-defense forces, and the active coordination of local political and social organizations. At the same time, it is necessary to enhance the responsibility of the heads of Party committees and commune-level authorities for ensuring traffic safety and order in the decentralized management areas, and above all, each person in rural areas needs to raise their spirit and awareness of obeying the law when participating in traffic, contributing to reducing collisions and traffic accidents in the area.
