(GLO)- On June 10, the Government issued Decree No. 33/2023/ND-CP regulating commune-level cadres, civil servants and part-time workers at the commune, village and residential group levels. It stipulates a number of new points on increasing the number of commune-level civil servants and part-time workers at the commune level.
Accordingly, for wards in districts, for every increase in population reaching 1/3 of the prescribed level, there will be 1 more civil servant and 1 more part-time worker; for the remaining commune-level administrative units, for every increase in population reaching 1/2 of the prescribed level, there will be 1 more civil servant and 1 more part-time worker.
In addition, according to the natural area, in addition to increasing civil servants and non-professional workers according to the above population size, each commune and ward with an area double the prescribed area will be increased by 1 civil servant and 1 non-professional worker.

According to the provisions of Resolution No. 1211/2016/UBTVQH13 (amended and supplemented in Resolution No. 27/2022/UBTVQH15) of the National Assembly Standing Committee, wards with an area of 5.5 km2 or more; wards in districts with a population of 15,000 or more; wards in cities or provinces with a population of 7,000 or more; wards in towns with a population of 5,000 or more.
Mountainous and highland communes have an area of 50 km2 or more; population of 5,000; other communes have an area of 30 km2 or more; population of 8,000 or more.
According to current regulations, wards (from type 1 to 3) have a maximum of 23 officials and civil servants, a minimum of 19 people; communes and towns have a maximum of 22 officials and civil servants, a minimum of 18 people.
The provincial People's Committee will submit to the People's Council of the same level for specific decisions on the number of cadres, civil servants, and part-time workers at the commune level. However, the total number of cadres and civil servants at the commune level must not exceed the prescribed number assigned to each district.
Villages and residential groups are self-governing organizations of residential communities, not a level of government, therefore, the Decree continues to stipulate 3 titles of non-professional activists (including Party cell secretary, village or residential group leader, and head of the Front Work Committee) who are directly involved in activities in villages and residential groups. The provincial People's Council shall specify the titles and number of people participating in activities in villages and residential groups to ensure suitability to reality.
The government also abolished the position of commune police chief, because regular police have been arranged at the commune level.
Decree No. 33/2023/ND-CP takes effect from August 1, 2023 and replaces four previous decrees of the Government, including: Decree No. 114/2003/ND-CP, Decree No. 92/2009/ND-CP, Decree No. 112/2011/ND-CP, Decree No. 34/2019/ND-CP.
