Tan Son is a mountainous district, with ethnic minorities accounting for 83.5%. In recent years, with the efforts of authorities at all levels, departments, branches and organizations with many practical solutions, the situation of early marriage and incestuous marriage (TH&HNCHT) in the district has been and is being pushed back.
Dong Son commune officials propagate and mobilize people in Xom Moi area not to let their children get married early or incestuously.
Implementing the "Project to reduce child marriage and consanguineous marriage among ethnic minorities in Phu Tho province in the period of 2015-2025 (phase II)", Tan Son District People's Committee has proactively developed a specific annual plan, directed specialized agencies and commune People's Committees to organize the implementation of the Project in the district.
Accordingly, regulations on early marriage and incestuous marriage are specified in the village covenants of residential areas, cultural institutions, standards of cultural residential areas, cultural families, communes meeting new rural cultural standards and are used as annual evaluation criteria. Activities of counseling, pre-marital health check-ups, reproductive health care, population, and family planning are focused on implementation to improve population quality.
Along with that, the district has increased propaganda, dissemination and legal education activities related to marriage and family, early marriage and consanguineous marriage. Schools have included sex education; legal regulations on marriage and family; harms and consequences of early marriage and consanguineous marriage... in propaganda and education at schools. Strengthen career guidance, extracurricular activities, union, team, club, group,... activities to propagate, provide information, raise awareness and legal consciousness on marriage and family for students, especially ethnic minority students.
Thanks to that, people's awareness, especially ethnic minorities, has increasingly changed positively, and the situation of TH&HNCHT is increasingly reduced. From 2021 to now, the whole district has had over 1,400 married couples; of which there were 9 cases of early marriage, accounting for 0.7%, mainly among women aged 16 to under 18 years old.
Although the trend is decreasing, child marriage is still happening in the district. In particular, child marriage couples are mainly girls from 16 to under 18 years old, often occurring in ethnic groups such as Muong, Mong, Dao residing in highland villages, areas with particularly difficult economic conditions and scattered in other ethnic communities.
The rate of child marriage is concentrated in the communes of Kiet Son, Dong Son, Thu Cuc, Thu Ngac... affecting the quality of population, human resources, the implementation of poverty reduction goals, improving people's lives, and socio-economic development in the district... The reason is that the district has many ethnic minorities living; the level of education and development of ethnic groups is uneven; the level of cultural enjoyment and social progress of ethnic minorities is still low.
In addition, bad marriage customs still exist in some ethnic groups, leading to some families deciding to marry their children before they reach marriageable age... Along with that, the budget for implementing the work of preventing and combating child marriage is still limited, so propaganda and mobilization are not regular and continuous. Administrative sanctions related to child marriage are not enough of a deterrent. Some Party committees and authorities at the commune level have not paid due attention to the work of preventing and combating child marriage.
The staff and civil servants in charge of this content at the grassroots level are all part-time, in charge of many tasks at the same time, so there are many limitations, not being thorough in the process of monitoring as well as advising and directing, solving arising problems related to early marriage, women under 18 giving birth...
With the common goal of basically preventing and repelling the situation of ethnic minority poverty and ethnic minority poverty by 2025, contributing to improving the quality of population and human resources in ethnic minority areas, Tan Son district has been resolutely implementing many synchronous solutions, suitable to actual conditions.

The district continues to focus on improving the effectiveness of propaganda, dissemination and education of laws on marriage and family, prevention of domestic violence, gender equality associated with propaganda of regulations on prevention of TH&HNCHT in ethnic minority areas; strengthen communication and mobilization activities, raise awareness, and change the behavior of ethnic minorities in communes, villages and hamlets with high rates or risks of TH&HNCHT.
Communes incorporate regulations on preventing child marriage into the construction of village conventions, conventions, and cultural family assessments, thereby contributing to reducing the situation of child marriage and child marriage among ethnic minorities in the area.
To change behavior, each individual, each family, clan, and clan must voluntarily comply with and regularly propagate and mobilize relatives to also properly implement policies and laws; only then will the situation of early marriage and incestuous marriage be completely eliminated.
