Accordingly, on the morning of April 29, in Binh Thuan province, Prime Minister Pham Minh Chinh, Head of the State Steering Committee for important national projects and works, key to the transport sector, attended the inauguration ceremony of the Mai Son - National Highway 45 and Phan Thiet - Dau Giay component projects with a total length of more than 160 km of the North - South Eastern Expressway in the 2017 - 2020 period.

At the ceremony, in an exciting and proud atmosphere celebrating the Hung Kings' Commemoration Day, the 48th anniversary of the Liberation of the South and National Reunification Day on April 30, International Labor Day on May 1, and the birthday of the great President Ho Chi Minh on May 19, Prime Minister Pham Minh Chinh officially announced the inauguration of the projects.

According to the Prime Minister, in the transport infrastructure, the expressway system plays an important role in connecting, improving transport capacity, ensuring national defence and security, expanding socio-economic development spaces for each locality, each region and the whole country. In particular, the North-South transport corridor always plays an extremely important role, being the backbone, the vital economic-transport corridor of the country.

"With the two projects just inaugurated, each 160 km long, the total length of the North-South expressway will reach about 800 km and is expected to reach about 950 km when the Phan Thiet - Vinh Hao and Cam Lam - Nha Trang sections are completed next May," the Prime Minister stated.

Appreciating and praising the cadres, civil servants, and workers in the transport sector, especially the project management boards, contractors, and consulting units; the proactive involvement of central ministries and branches in coordinating and supporting the Ministry of Transport and localities to quickly resolve related issues under their authority, the Prime Minister emphasized:

"We have overcome the sun, overcome the rain, overcome the pandemic, overcome the price storm, overcome ourselves with the highest determination, greatest effort, efforts and drastic actions to complete the set goals and tasks. We must repeat this so that we have more confidence and courage in dealing with difficulties and challenges, and continue to carry out work in the coming time."

Maximize the advantages of the expressway to plan and develop new spaces, image 3 — The Mai Son-National Highway 45 project has a route length of about 63.37 km passing through Ninh Binh and Thanh Hoa provinces, with a total investment of 12,111 billion VND.

The completion of the two expressways Mai Son - National Highway 45 and Phan Thiet - Dau Giay plays a great role and significance in the socio-economic development of the provinces of Binh Thuan, Dong Nai, Ninh Binh, Thanh Hoa in particular, of neighboring localities, of the regions and of the country in general.

To maximize the effectiveness of investment in projects, the Prime Minister requested the Ministry of Transport to preside over and coordinate with ministries, branches and localities to organize safe and effective operations; based on traffic needs to develop a complete investment plan for the project according to the future planning scale; research, analyze, evaluate and draw lessons from project implementation to serve as lessons for future projects.

At the same time, speed up the construction progress to put the remaining sections of the North-South expressway into operation as planned, especially the Phan Thiet - Vinh Hao and Cam Lam - Nha Trang routes; closely coordinate and support localities to urgently implement the construction of East-West expressway projects, Ho Chi Minh City and Hanoi beltway projects; The Ministry of Transport will preside with the Ministry of Planning and Investment, the Ministry of Finance, and the State Bank to further accelerate inter-regional connection projects in the form of PPP and public investment.

The Prime Minister requested the People's Committees of Ninh Binh, Thanh Hoa, Binh Thuan and Dong Nai provinces to direct relevant agencies and units to continue to pay attention to and take care of people's lives, especially families and those who have given up land for the project, ensuring that people have stable and better living conditions, especially their livelihoods; make the most of the advantages of the expressway to plan and develop new spaces, urban areas, services and industries to promote socio-economic development.

Agencies, management units and people need to join hands to consciously care for, maintain and protect completed works and construction items, ensuring the quality of the works, making them increasingly sustainable and absolutely safe during operation, and ensuring environmental hygiene during exploitation.
