On June 5, Cau Giay District Police ( Hanoi ) issued a decision to temporarily detain Hoang Phuong Phi and Nguyen Tien Long (both born in 2005, in Tu Hiep Commune, Thanh Tri District), Nguyen Hai Duc (born in 2005) and Nguyen Tien Anh Hieu (born) both in Phuong Trung Commune, Thanh Oai District to investigate the act of disturbing public order.
Previously, on social networks, images of a young man riding a red motorbike doing a wheelie on one wheel were spread. Using professional measures, in less than 24 hours, Traffic Police Team No. 7, Traffic Police Department of Hanoi City Police summoned Hoang Phuong Phi to the police station to clarify.
At the police station, Hoang Phuong Phi confessed that at 10:30 p.m. on June 1, while crossing Le Van Luong Street (Hanoi), he deliberately drove a motorbike with license plate 29X7-660.xx on one wheel. Phi said that he had dropped out of school to work as a shipper, and in a moment of not being able to control himself, he broke the law.
However, after expanding the investigation, the Traffic Police Department determined that Hoang Phuong Phi had a side job of customizing motorbikes. To sell goods and increase the number of followers, Phi often wheelies his motorbikes at many places in the city such as My Dinh Stadium, on streets with wide lanes... to show off on social networks.
The young man who wheelied his motorbike was detained.
The Traffic Police Department transferred the case to Trung Hoa Ward Police, Cau Giay District for further investigation.
Receiving the case file, Cau Giay District Police clarified and arrested Phi's accomplices Hieu, Duc, and Long.
Investigation results determined that at around 9:00 p.m. on June 1, Hoang Phuong Phi and Nguyen Tien Long drove a motorbike to My Dinh National Stadium. While traveling on Le Quang Dao Street towards Me Tri, Phi accelerated, did a wheelie and went on one wheel for about 3 meters.
The group then went to Le Duc Tho street, the young man switched bikes with Duc and continued to show off by doing a wheelie and revving the engine. The group continued moving in the direction of Ho Tung Mau - Xuan Thuy - Buoi - Nhat Tan bridge towards Dong Anh.
On the way, they discovered a group of young men gathered so they all joined in. At this time, Hoang Phuong Phi gave his phone to someone and asked him to record a clip. The young man continued to accelerate and do a wheelie on Nhat Tan Bridge 4 times.
Seeing that, Hieu also accelerated and did the same. These images were recorded by Duc along with provocative words. After separating from the group, Phi and some other subjects went to Lang street and turned onto Le Van Luong.
During the trip, Phi continued to "show off" himself by riding on one rear wheel. When arriving at the Nguyen Thi Dinh - Le Van Luong intersection, seeing the Y2-141/Hanoi City Police working group on patrol, Hoang Phuong Phi lowered the front wheel and sped past.
At 11:30 p.m. the same day, Phi used his Facebook account to post a "wheelie" clip to show off.
The case is under further investigation.
