On the evening of November 3, the Economic Police Department (Lai Chau Provincial Police) announced that it had received a person who turned himself in for forging a Land Use Rights Certificate (red book - PV) to fraudulently appropriate property.
At the end of October 2023, the police agency received information from the public about Trinh Thi Kim Nhung (in Lai Chau city, Lai Chau province), working at the Land Registration Office under the Department of Natural Resources and Environment, showing signs of irregularities in land transactions.
During the verification process, the police discovered that Nhung had many signs of wrongdoing, so they summoned her to the headquarters to work. Here, through the struggle, Nhung confessed: "The police know everything, I was wrong, please allow me to surrender."
Nhung confessed that before November 2023, she worked at the Land Registration Office and was assigned to receive red books handed over by the facility for storage and to issue new red books to return to the people.
Due to losses in virtual currency investments, Nhung came up with the idea of appropriating the land use rights certificates and arbitrarily editing the information to make it her own to fraudulently sell them for money.
At that time, Nhung called acquaintances working at real estate brokerage offices in Lai Chau city and found people who wanted to buy land, introducing herself as having some plots of land for transfer at cheap prices.
With the above tricks, Nhung has fraudulently transferred 3 red books to 2 real estate offices and 3 other red books to 3 people who want to buy land, appropriating a total amount of 3.22 billion VND. Nhung used all of that money to pay off debts and deposit into the account of the CSINGTRADE cryptocurrency exchange.
Lai Chau Provincial Police have decided to temporarily detain Trinh Thi Kim Nhung to continue investigating and expanding the case, clarifying related acts and handling them according to the provisions of law.
