Slow and small-scale repairs have caused the roadbed and surface of National Highway 1 through Ha Tinh to become increasingly damaged and seriously degraded, with a high risk of traffic accidents.

At this time, the Vinh City Bypass BOT Branch - the unit responsible for managing and maintaining National Highway 1 from the South of Ben Thuy Bridge to the North of Ha Tinh City Bypass - is mobilizing machinery and workers to scrape off some areas of the roadbed and surface that have sunk and have wheel marks on a 35 km long section. However, after scraping, the damaged areas on National Highway 1 were not resurfaced, so the road surface was quite rough and not smooth. Since its exploitation and use in 2014, the road has been damaged and degraded. Ha Tinh province and the road management agency have repeatedly sent documents requesting the investor to urgently maintain and repair the damage and degradation. Three months ago (March 10), the Vietnam Road Administration sent a document requesting the investor - Cienco 4 Group, to urgently organize repairs and fix the damage on National Highway 1. In addition, the investor must review and complete maintenance projects on the entire BOT project, including the section from South of Ben Thuy Bridge to the North of Ha Tinh City bypass. In case of slow repair or failure to ensure quality, the Vietnam Road Administration will consider temporarily suspending toll collection. At that time, the Vinh City Bypass BOT Branch mobilized machinery and human resources to repair some damaged and degraded sections of the route. However, according to the assessment of the road management agency, the repair work was not enough to meet the damage volume. Mr. Vo Truong Giang - Director of Road Management Office II.3 (Road Management Area II - Vietnam Road Administration) said: Through inspection, the unit found that the roadbed and surface of National Highway 1 from the South of Ben Thuy Bridge to the North of Ha Tinh City bypass has seriously degraded, many locations have damaged structures, peeling, cracked mesh, turtle shell cracks and often appear bumps, rutting and wheel tracks. At the same time, although the management unit has repainted some faded paint lines, there are still many places where the paint lines are worn, faded, and ineffective, especially the paint lines separating the motor vehicle lanes from the non-motor vehicle lanes that have not been repainted. According to the explanation from the Vinh City Bypass BOT Branch, the reason why the National Highway 1 section from the South of Ben Thuy Bridge to the North of Ha Tinh City Bypass has not been completely repaired is due to limited funding. This unit is still waiting for approval of the 2022 renovation plan with an estimated capital of nearly 60 billion VND for repairing BOT projects, including the 35 km long National Highway through Ha Tinh.
