On April 16, the Mong Cai International Border Guard Station (Border Guard of Quang Ninh province) promptly and successfully rescued a Chinese citizen who was swept away by the water on the Ka Long border river while trying to retrieve his dropped bag. Through investigation and verification, the citizen's name was Vuong Ai Than (born in 1988, in Nam Can village, Tam Huong district, Hunan province, China). Currently, the functional forces of both sides have completed the procedures and returned the citizen. After more than three years of continuous negotiations, member states of the World Health Organization (WHO) have reached a consensus on the first global agreement to improve the ability to prevent, prepare for and respond to future pandemics. This is a step that is expected to overcome the limitations exposed during the Covid-19 pandemic crisis. At the end of the meeting at the WHO headquarters in Geneva (Switzerland) on April 16, WHO delegates completed the final 32-page document with absolute consensus on all provisions of the agreement.
