Quickly remove financial mechanism difficulties for press agencies

Speaking at the National Assembly's discussion hall on the supplementary assessment of the results of the implementation of the socio-economic development plan and the state budget recently, National Assembly delegate Tran Thi Thanh Huong - National Assembly Delegation of An Giang province proposed to urgently remove difficulties and obstacles in financial mechanisms for press agencies.

The An Giang delegation said that according to Report No. 2418 dated May 7, 2024 of the Committee on Culture and Education examining the results of socio-economic development, the Government and the Ministry of Information and Communications have recently directed strongly, paid attention to removing difficulties, contributing to improving the efficiency of the press, publishing, and information and communication sectors.

However, besides the achieved results, the implementation of regulations related to economic and technical norms as a basis for building unit prices to carry out bidding in the press sector still has many problems.

Currently, the Ministry of Information and Communications is collecting opinions on the draft circular regulating the process of developing, appraising and promulgating economic and technical norms for public career services using the state budget in the press field under the state management of the Ministry of Information and Communications.

"With the strong development of digital technology, social media on cross-national digital platforms has posed many challenges and caused the revenue of press agencies to decline," emphasized delegate Tran Thi Thanh Huong.

Meanwhile, production costs are increasing in all areas, from salaries paid to human resources, production organization to copyright costs, but the maximum standards have not caught up with the actual situation, making the operations of press agencies, which were already difficult, even more difficult.

Based on the actual situation, the delegates recommended that the Government strengthen the direction of the Ministry of Information and Communications and relevant ministries and branches to promptly complete and promulgate as soon as possible the circulars regulating economic and technical norms in the field of journalism, ensuring correctness and completeness, and at the same time amend the regulations on the mechanism of ordering, bidding, and providing public career services from the state budget for press agencies, in addition to having a roadmap to amend the regulations on taxes, fees, charges, and royalties in the field of journalism in accordance with the specific activities of each type of journalism and the trend of press economic development in the current period.

"This is an urgent requirement and press agencies are looking forward to perfecting financial mechanisms every day and every hour to create conditions for the Vietnamese press to develop more and more, in line with modern media trends, contributing to the successful completion of political tasks and being an essential means of information for social life" - delegate Tran Thi Thanh Huong stated.
