On the morning of October 11, comrade Tang Ba Bay, Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Thanh Ha district met and had a dialogue with the people of Thanh Hai commune.
At the dialogue, there were 13 opinions related to the fields of rural agriculture , environmental resources, industry, investment, transportation, and construction.
In particular, the people requested the superiors to speed up the implementation of the golf course project planned at the Thai Binh river bank. If not, the locality should be allowed to contract the use of public land for profit so that people can feel secure in investing in farming.
Responding to this issue, the Chairman of Thanh Ha District People's Committee said that the proposed area for the investment project to build a comprehensive tourism service area, resort and Bai Soi golf course is located in the middle of Thai Binh River, in Thanh Hai Commune (about 250m from Thai Binh left dike) and Dai Son Commune (Tu Ky). The total area is about 160 hectares, of which the area managed by Thanh Ha District is about 91.7 hectares, including land for perennial crops, aquaculture and other annual crops.
Thanh Hai Commune People's Committee has allowed 70 households in the commune to bid for tree planting and aquaculture. Of these, 65 cases have expired contracts and have been liquidated according to regulations, 4 cases have expired contracts but have not been liquidated, and 1 case has a contract term until September 9, 2026.
On June 5, 2024, the People's Committee of Hai Duong province issued Document No. 2086/UBND-VP on researching and consulting to propose approval in principle for the Project of a comprehensive service tourism area, resort and golf course at Bai Soi proposed by Orgel Vietnam Co., Ltd.
On September 24, 2024, the Department of Planning and Investment of Hai Duong province reported to the Provincial People's Committee not to approve the implementation of the above project because part of the land area is not suitable for the land use planning until 2030, not suitable for the land use plan for 2024 of both districts.
In the coming time, Thanh Ha District People's Committee will soon consult and submit to competent authorities to add the entire area of land on Thai Binh River to the district's land use planning and plan to have a basis to propose to the Provincial People's Committee to approve the project.
The project to build a golf course, entertainment and ecological resort complex at Soi beach was proposed by Daeho Co., Ltd. (Korea). In mid-2017, this company authorized Orgel Vietnam Co., Ltd. (Dai An Industrial Park expansion) to propose the project implementation.
According to this proposal, the project will be invested in international standards with 2 components. Component 1 is a golf course project area of about 137.4 hectares, in which a 36-hole international standard golf course, 250 golf practice fields and golf clubs will be built...
To attract tourists, the investor will upgrade and expand the main road of Dai Dong commune to 25m and build a new bridge across the dike to enter the project. The second component is a sub-project of tourism services, entertainment and ecological resort covering an area of 62.2 hectares including high-class resorts, water parks, public centers, etc. The total investment capital of the project is expected to be over 5,800 billion VND.
At the dialogue, many opinions of the people were requested by the Chairman of Thanh Ha District People's Committee to be directly answered and clarified by the leaders of the district's specialized departments. Regarding issues under the authority of the commune, he requested Thanh Hai commune to promptly answer the people and promptly report to the District People's Committee.
