The Provincial People's Council's supervision delegation conducted a thematic supervision of "Administrative reform work in the province in the period of 2020 - 2023" at the Department of Agriculture and Rural Development.
From January 1, 2021 to August 31, 2023, the administrative reform work of the Department of Agriculture and Rural Development has achieved many positive results, thereby contributing significantly to the implementation of professional tasks.
The Department of Agriculture and Rural Development pays attention to the direction, management, propaganda and implementation of documents from higher levels on administrative reform. The training and improvement of the quality of civil servants and public employees are maintained and implemented regularly, ensuring the provisions of the law. Thereby, contributing significantly to improving the qualifications and capacity of civil servants and public employees and performing well the assigned tasks; meeting the requirements of administrative reform, contributing to building a professional and modern administration.
Director of the Department of Agriculture and Rural Development Nguyen Van Viet received the delegates' opinions and clarified some contents of the industry at the meeting.
The work of reviewing, reducing processing time, and proposing to reduce the number of administrative procedure (TTHC) records has been effectively implemented. From 2021 to present, 100% of the number of TTHC have been reviewed (102 provincial-level TTHC, 17 district-level TTHC, 9 commune-level TTHC). During the review process, 2 administrative procedures were discovered and proposed to the Provincial People's Committee to submit to the Government and the Ministry of Agriculture and Rural Development to simplify.
During the reporting period, the Department of Agriculture and Rural Development submitted to the Provincial People's Committee 9 decisions to announce 129 administrative procedures under the management authority of the sector. 100% of administrative procedures were updated and publicly posted on the national database of administrative procedures, the national public service portal, the provincial administrative procedure settlement information system and the electronic information portal of the Agriculture and Rural Development sector in accordance with regulations.
At the monitoring session, many delegates said that the Department of Agriculture and Rural Development needs to promote the implementation of models and initiatives in administrative reform; accelerate the reduction of administrative procedures; make efforts to improve the ranking of administrative reform; strengthen coordination with departments, branches and localities to create maximum convenience for organizations and people in implementing administrative procedures; pay attention to reforming the organizational apparatus; improve the service attitude of civil servants and public employees...
Concluding the monitoring session, Vice Chairman of the Provincial People's Council Tran Van Ky requested the Department of Agriculture and Rural Development to absorb the comments of the monitoring delegation; analyze and clarify the causes of limitations and shortcomings to promptly overcome and gradually improve the scores of the indexes that are falling in rank. The Department needs to step up propaganda work; coordinate with departments, branches and localities in implementing administrative procedures.
