On September 28, Prime Minister Pham Minh Chinh chaired an online conference with 26 northern provinces and cities to review, evaluate, and draw lessons from the work of preventing, combating, and overcoming the consequences of storm No. 3.

Chairman of the Provincial People's Committee Bui Van Quang chaired the conference at Phu Tho bridge point.

Attending at Phu Tho bridge were comrades: Bui Van Quang - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Disaster Prevention and Search and Rescue (PCTT&TKCN); Nguyen Thanh Hai - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; members of the Provincial Steering Committee for Disaster Prevention and Search and Rescue.

Storm No. 3 caused serious consequences in terms of human life and property, negatively affecting production, business and people's livelihoods with 344 people dead or missing; houses, crops, infrastructure damaged, total economic damage initially estimated at over 81,500 billion VND.

The work of preventing, combating and overcoming the consequences of storms and floods has mobilized the entire political system to participate vigorously, especially the work of overcoming the consequences has been urgently implemented. Up to now, the telecommunications system has been repaired and all the damaged transmitting and receiving stations have been repaired, customer services have been restored; the power system has restored power to 99.7% of customers; in terms of transportation, national highways, railways, and airports have been opened and operating normally; damaged medical and educational facilities have been basically repaired and resumed operations.

Agricultural production and post-storm reconstruction activities were urgently implemented, timely supply of plant and animal varieties in affected areas, over 20,000 agricultural extension officers were mobilized to guide people on production techniques.

Overview of the conference at Phu Tho bridge

The opinions presented at the conference focused on assessing and presenting some experiences in storm and flood prevention, and at the same time proposing and recommending some issues: Planning safe residential areas, constructing works in the area associated with storm and flood prevention work, shelter works to ensure safety for people during the rainy and stormy season; investing in completing the monitoring and warning system for flash floods, landslides in areas at high risk; reviewing reservoir operation plans with extreme flood scenarios...

Concluding the conference, Prime Minister Pham Minh Chinh commended members of the Government, ministries, branches and localities for actively participating and resolutely implementing response and recovery work in accordance with their assigned functions, tasks and authorities; acknowledged the proactive and self-conscious spirit of prevention, control and response of the people, contributing to minimizing damage caused by floods.

In the coming time, relevant ministries, branches and localities need to urgently, seriously and fully implement the Prime Minister's instructions in the Official Dispatches and Resolution No. 143/NQ-CP dated September 17, 2024 on key tasks and solutions to promptly overcome the consequences of storm No. 3, quickly stabilize the people's situation, promote the recovery of production and business, actively promote economic growth, and control inflation well.

Research and propose funding to support damaged localities from the reserve budget; review and fully implement policies for affected subjects. Agencies and units continue to repair traffic, electricity, water, and telecommunications infrastructure; for families who have lost their homes and have to rebuild, support for new construction must be completed before December 31, 2024.

Regarding the collapsed Phong Chau bridge, the Ministry of Transport, the Ministry of Construction, relevant ministries and branches, together with Phu Tho province, urgently study and deploy the construction of a new Phong Chau bridge, to be completed by 2025 at the latest. If necessary, mechanisms and policies will be reported to the Government for consideration.

Along with that, conduct preliminary reviews and propose emulation and rewards for groups and individuals who do well and are typical examples in PCTT work; handle groups and individuals who do not do well and do not complete their tasks.

Directing at Phu Tho bridge, Chairman of the Provincial People's Committee Bui Van Quang requested the Department of Agriculture and Rural Development to preside over and coordinate with relevant departments, branches and localities to review, count the damage, calculate solutions to overcome, support production, and stabilize people's lives. Review the dyke system, irrigation, traffic... propose solutions to deal with landslides and natural disasters; consider arranging accommodation for people in areas at high risk of landslides who must be relocated.

Relevant sectors urgently review and research to coordinate and prepare for the implementation of two major projects: the construction of the new Phong Chau bridge; overcoming the spillway incident on the left and right banks of Thao river and landslides and river breaks in Ha Hoa and Cam Khe districts, along with other projects to overcome dike, irrigation and traffic incidents. Strengthen coordination between levels and sectors and mobilize the participation of the entire political system and people in preventing, combating and overcoming the consequences of natural disasters.
