This morning, July 29, Standing Vice Chairman of the Quang Tri Provincial People's Committee Ha Sy Dong chaired a conference to review 5 years of implementing Decree No. 21/2019/ND-CP dated February 22, 2019 of the Government on defense zones (Decree No. 21). Deputy Commander of Military Region 4, Colonel Ngo Nam Cuong; members of the Provincial Party Standing Committee attended the conference.

Reporting at the conference, Commander of the Provincial Military Command, Colonel Nguyen Huu Dan said that in implementing Decree No. 21, the Provincial People's Committee has focused on leading, directing, and providing specific guidance on the content, measures, and implementation steps to thoroughly grasp and organize implementation for Party committees, authorities at each level, sector, and subject from the province to the grassroots, especially the armed forces.
The Provincial People's Committee has directed authorities at all levels and sectors to implement socio-economic development tasks associated with investment in basic construction of rear base areas; economic-defense projects and works continue to be invested according to plan.
Implementing many large economic projects of socio-economic and national defense significance. Along with that, the inspection, appraisal and evaluation of socio-economic development programs, projects and proposals related to national defense are strictly conducted.

Proactively grasp the situation, promptly handle complex issues, and prevent hot spots from occurring. Develop the postal and telecommunications network, bringing information to remote areas to serve the people. Upgrade and build a number of provincial roads and traffic systems.
Build a provincial armed force with a strong political stance. Complete the organization and staffing of the forces to ensure quantity and quality standards. Build a reserve mobilization force in the direction of "strong and widespread", suitable to the practical situation of the locality.
Focus on developing self-defense forces in all types of enterprises, including enterprises with foreign elements. Develop a combined military-civilian medical network, carry out the work of caring for, protecting, and improving the health of people in defense areas from the province to the grassroots.
The province has always paid attention to planning and building the defense zone. Based on the master plan approved by the Prime Minister, the province has built a Socio-Economic Development Plan associated with National Defense and Security and a Project to build the military posture of the defense zone, ensuring that it is suitable for the local development in each period.
The province has also directed the completion of 100% of the drills, notably the organization of the provincial defense and civil defense drills in 2023, which successfully completed the task.

At the conference, delegates presented papers and discussed a number of contents related to the work of disseminating, implementing, propagating, advising on the issuance of leadership and direction documents to specify Decree No. 21; inspection, examination, urging, and support for the implementation of the task of building and operating defense zones; coordination in the implementation of tasks of ensuring national defense and security, fighting and preventing crimes...
In his directive speech, Deputy Commander of Military Region 4, Colonel Ngo Nam Cuong, requested Quang Tri province to continue researching and implementing Decree No. 21 in accordance with current practices and the actual situation of the locality.
In the coming time, the situation will have many complicated developments. Therefore, it is recommended that the province pay attention to leading and directing the thorough implementation of directives and resolutions from higher levels on defense zones; lead and direct agencies and organizations to build a solid national defense posture; proactively grasp the situation, promptly lead and direct the handling of emergency situations, avoid being passive and surprised; invest resources to build defense zones in the locality.

Concluding the conference, Permanent Vice Chairman of the Provincial People's Committee Ha Sy Dong accepted the delegates' opinions and comments to add to the plan for implementing activities in the coming time to better build the defense zone.
In order to continue effectively implementing Decree No. 21 in the coming years, the Standing Vice Chairman of the Provincial People's Committee requested local Party committees, authorities, and units to strengthen state management measures on national defense; survey and master plan for national defense arrangement combined with socio-economic development.

Prevent and repel signs of degradation in political ideology, ethics, lifestyle, violations of the principle of democratic centralism, and violations of the law; build a team of exemplary vanguard cadres and party members, especially the team of Party committees and key leaders.
Maintain and strengthen the special traditional relationship between the province and localities and units of Laos, especially the two provinces of Salavan and Savannakhet that share a border with the province.
