(Dan Tri) - The Department of Education and Training of Ho Chi Minh City has just officially informed about the incident where Saigon Star International School had to stop operating due to forced land acquisition and not being granted an educational operation license.
Specifically, regarding the information that Saigon Star International School is not on the list of non-public schools managed by the Department of Education and Training of Ho Chi Minh City but has still existed for many years, the Department of Education and Training of Ho Chi Minh City said that the school was allowed to be established by the People's Committee of District 2 according to the investment decision in 2014 and was allowed to operate by the Department of Education and Training of District 2 according to the Certificate of registration for extension of educational activities No. 378/GCN-GDĐT dated June 5, 2015 (operating period from April 1, 2015 to March 31, 2020).

After the Covid-19 pandemic, the unit had a legal dispute over land, so the Department of Education and Training of Ho Chi Minh City did not consider granting a Decision to permit educational activities according to the provisions of Decree No. 86/2018/ND-CP.
On October 24, 2023, the Department of Education and Training issued a document allowing the operation of Saigon Star International School at both preschool and primary levels to ensure the rights of children and students studying here. At the same time, it requires this school not to recruit new children and students.
Thus, up to now, according to the Department of Education and Training of Ho Chi Minh City, Saigon Star International Kindergarten and Saigon Star International Primary School have not been granted a Decision by the Department to allow educational activities according to the provisions of Decree No. 86/2018/ND-CP. Therefore, this school is not on the list of non-public schools licensed by the Department of Education and Training of Ho Chi Minh City.
Despite not being allowed, this school will continue to enroll students for the 2024-2025 school year.
The leader of the Department of Education and Training of Ho Chi Minh City said that on October 24, the Department organized a surprise inspection team to inspect the actual operations of Saigon Star International Kindergarten and Saigon Star International Primary School.
The Department Inspectorate has issued an invitation to the legal representative of Saigon Star International Kindergarten and Saigon Star International Primary School under Saigon Star International Limited Liability Company to work and handle violations according to regulations.
However, after 4 invitations (November and December), Saigon Star International Kindergarten and Saigon Star International Primary School sent legal representatives but did not show a spirit of cooperation. Therefore, at the working session, the Department Inspectorate could not establish a record of administrative violations against both units.
The Department Inspectorate is temporarily suspending the handling of administrative violations and requiring the unit to send a legal representative to work in accordance with legal regulations.
Regarding the handling direction to ensure the rights of students and parents, the Department of Education and Training of Ho Chi Minh City worked with the Civil Judgment Enforcement Office of Thu Duc City last November.
Then, on December 13, the Department of Education and Training of Ho Chi Minh City issued a document requesting Saigon Star International School to stop operating and cooperate in executing the judgment.
In particular, the Department of Education and Training requested Saigon Star International Company Limited and Saigon Star International School to urgently stop all activities at Saigon Star School at the address in Thanh My Loi ward, Thu Duc city and coordinate with relevant agencies to execute the judgment according to the law.
Coordinate with the city's education sector to develop plans and create conditions to transfer children and students studying at Saigon Star School to other schools in the city, ensuring the rights of children and students.
The Department also directed public and private educational institutions and foreign-invested educational institutions to receive students transferred from Saigon Star International Kindergarten and Saigon Star International Primary School according to demand, creating conditions for students to quickly integrate and stabilize their studies...
According to enrollment information for the 2024-2025 school year, Saigon Star International School has tuition fees ranging from 163 million to a maximum of 530 million VND depending on the grade level. This tuition fee does not include other fees such as boarding fees, facilities fees, learning materials, shuttle buses, etc.
Calculated based on actual school days in a year, the highest cost of studying at school can be up to nearly 3.5 million VND/day.
