Ho Chi Minh City Department of Education and Training rectifies the activities of non-public schools

On September 25, the Department of Education and Training of Ho Chi Minh City requested to rectify educational activities of non-public schools.

The Department of Education and Training requires private schools with domestic capital to separate business activities and school activities in terms of capital mobilization, bond issuance, and financial investment cooperation. Business activities and school activities in terms of capital mobilization and financial investment must be separated.

For foreign-invested kindergartens, when there is a need to adjust, supplement or change one of the licensed contents (location of educational activities, content of educational activities, etc.), the unit must complete the registration file for adjustment and send it to the Department of Education and Training for consideration and appraisal of the decision to permit educational activities.

For high schools, general schools with many levels of education, the highest level is a private high school (domestic capital). When the competent authority permits the establishment of an educational institution; the unit shall carry out the application for registration of educational activities.

After 2 years from the effective date of the decision to allow establishment, if the high school (domestic capital) is not allowed to operate education, the Department of Education and Training shall report to the City People's Committee to decide to cancel the decision to allow establishment of the school.

For foreign-invested general schools: When permitted by a competent authority to establish an educational institution; the unit shall carry out the application for registration of educational activities.

After 2 years from the effective date of the decision to permit establishment, if the educational institution is not permitted to conduct educational activities, the decision to permit establishment of the educational institution shall expire.

“Do not advertise or recruit students at locations that have not been licensed by the Department of Education and Training to operate education. Schools must recruit students in the correct number according to the annual enrollment quota. The Admissions Council is responsible for illegal enrollment,” the Department of Education and Training emphasized.

In addition, educational institutions must display a sign with the correct school name as stated in the decision permitting the establishment of the Ho Chi Minh City People's Committee or the Ministry of Education and Training.

In addition, when there is a need to adjust, supplement or change one of the licensed contents (location of educational activities, content of educational activities, etc.), the unit must complete the adjustment registration dossier and send it to the Department of Education and Training for consideration and appraisal of the decision to permit educational activities.

Note, investors are responsible for completing the application for extension of educational operation period within 6 months before the Decision on permission for educational operation expires.
