Hanoi Department of Education and Training proposes special mechanism

Many parents and students expressed regret after receiving information that Hanoi - Amsterdam High School for the Gifted may not enroll 6th grade students for the 2024-2025 school year.

Having studied the admission plan of Hanoi - Amsterdam High School for the Gifted for many years, Ms. Nguyen Thao Trang, whose child is in grade 5 at Chu Van An Primary School (Tay Ho District), said that her child has good academic performance, so the family's wish is for her child to be admitted to grade 6 at Hanoi - Amsterdam High School for the Gifted.

According to Ms. Trang, during her 5 years in primary school, her child always tried to achieve excellent academic results to have a good report card. However, when hearing that this school might not be able to enroll 6th graders next school year, her family was disappointed and disheartened.

This is also the common mentality of many parents whose children are preparing to enter grade 6 in the 2024-2025 school year.

Regarding the enrollment of junior high school students in Hanoi - Amsterdam High School for the Gifted, the Hanoi Department of Education and Training also responded that the unit is developing a plan and scheme for enrollment at the beginning of the school year, including preschool, grade 1, grade 6 and grade 10 enrollment for the 2024-2025 school year to report to the City People's Committee in the spirit of strictly complying with the regulations of the Ministry of Education and Training.

At the same time, the Department is also researching and advising the city to propose a specific mechanism with appropriate solutions in the enrollment of students in specialized high schools based on meeting the wishes of parents and students and ensuring the quality of the capital's key training work.

According to the plan, the enrollment plan for public high schools in the city is announced in March every year.

According to the leader of the Hanoi Department of Education and Training, the implementation of the junior high school block in Hanoi - Amsterdam High School for the Gifted has been maintained for nearly 30 years and achieved good results in creating a source of quality students.

The Department will continue to propose to the Ministry of Education and Training to continue enrolling students in the high-quality secondary school system of this school according to a special, specific mechanism.

The legal basis for organizing a high-quality secondary school system and training specialized students at Hanoi - Amsterdam High School for the Gifted is the Capital Law.

Specifically, Article 12 of the Capital Law states: “Build a number of high-quality preschool and generaleducation facilities in the capital according to criteria on facilities, teaching staff, programs, teaching methods and educational services. Studying at high-quality educational facilities is voluntary”.

Another basis is Decision No. 5029/QD-UBND dated September 29, 2009 of the Hanoi People's Committee on piloting the high-level secondary school system and training specialized students at Hanoi - Amsterdam High School for the Gifted...

In terms of practical basis, according to the assessment of the Hanoi Department of Education and Training, in recent years, the secondary school system of Hanoi - Amsterdam High School for the Gifted has successfully completed its mission as the main source system for high school specialized classes to achieve excellent results in national and international competitions for excellent students.

Maintaining the secondary school system in specialized schools in recent years has met the needs and aspirations of parents in the city to study in a high-quality educational environment and nurture talents.

Every year, the school's enrollment quota for grade 6 is about 200 students, but about 3,000 elementary school students register for the exam.

Currently, along with Hanoi - Amsterdam High School for the Gifted enrolling students for secondary school, there is also Tran Dai Nghia High School for the Gifted (HCMC).

Previously, the Ministry of Education and Training issued an official dispatch requesting that in the 2024-2025 school year, Hanoi - Amsterdam High School for the Gifted stop enrolling in non-specialized classes as in previous school years. This is also a general request of the Ministry of Education and Training for specialized schools across the country.

This regulation is implemented according to Circular No. 05/2023/TT-BGDDT dated February 28, 2023 of the Minister of Education and Training promulgating the regulations on organization and operation of specialized high schools, only organizing specialized classes in specialized high schools.

Circular 05 takes effect from April 15, 2023.

According to the reporter's records, currently in the 10th grade enrollment plan for the 2024-2025 school year, many localities such as Ho Chi Minh City, Dong Thap, Bac Giang , Quang Tri, Hung Yen, Nghe An... have stopped enrolling in non-specialized classes in specialized schools.
