The above information is included in the draft Decree amending a number of provisions of the Law on Education, which is being consulted by the Ministry of Education and Training.

Accordingly, the Ministry of Education and Training will develop regulations for student work, in which the group considered and granted scholarships to encourage learning includes: students in other forms of training such as work-study, distance learning, not just full-time students.

The reason why the Ministry of Education and Training made this proposal is because Point b, Clause 4, Article 8, Decree 84 of the Government in 2020 stipulates: "For vocational training institutions and higher education institutions, scholarships to encourage learning are arranged at least equal to 8% of tuition revenue for public schools". Thus, granting scholarships to full-time and part-time students is completely in accordance with the spirit of the resolution.

The Ministry of Education and Training further cited that the current Law on Higher Education does not distinguish between part-time and full-time training. The training form is only recorded in the diploma appendix.

In addition to amending and supplementing the scholarship recipients, the Ministry of Education and Training proposed that public schools allocate at least 5% of their tuition revenue to the scholarship fund to encourage learning, down 3% from the current rate. For private schools, the rate remains at 2%. At the same time, the deduction level is also calculated based on the tuition fees of students in all training programs, not just full-time students.

In the draft, the Ministry of Education and Training also proposed to amend and supplement that teachers of continuing education institutions are entitled to summer vacation like general education teachers. The reason is that the policies for teachers of continuing education institutions who teach educational programs to grant diplomas of the national education system are implemented similarly to general education teachers, but the current Decree 84/2020/ND-CP does not stipulate summer vacation for these cases.
