The General Department of Taxation (Ministry of Finance) said that this unit is researching and will soon deploy a number of products and tools for tax management, including an automatic personal income tax refund application. Currently, the General Department of Taxation is building the "Suggested personal income tax finalization declaration" function on applications to support individuals in electronic tax declaration.

This application will support taxpayers to create tax declarations based on data from businesses - the place that pays income to taxpayers, instead of having to compile declaration information themselves as is currently the case.

The tax industry will then upgrade the application to automatically support the settlement and refund of personal income tax for taxpayers. This is expected to be implemented early next year, before the 2024 personal income tax settlement period.

Director General of the General Department of Taxation Mai Xuan Thanh said that automatic personal income tax refunds will help simplify manual steps and file processing, when the number of individual taxpayers who have to settle and refund taxes every year is very large.

"With a very large number of individual taxpayers that the tax authority is managing every year and having to carry out administrative procedures such as tax settlement and personal income tax refund, the implementation of the application will be a breakthrough to simplify administrative procedures, support taxpayers to carry out tax settlement easily, and at the same time reduce the workload for the tax authority," said Mr. Thanh.

According to the latest data released by the General Department of Taxation, in the first 7 months of 2024, tax authorities nationwide received 725,759 personal income tax refund applications from individuals directly settling their tax returns, an increase of 45% over the same period in 2023. Of these, 677,148 applications have been resolved, while nearly 49,000 tax refund applications have not been resolved.

Regarding the key reasons leading to the delay in processing personal income tax refunds, the General Department of Taxation said that individual taxpayers have difficulty understanding specific regulations related to tax refunds, leading to incorrect and incomplete declarations of income sources, deducted taxes, incorrect declarations of deductions for dependents, and incorrect submission of documents to the wrong tax authority...

Many people expect that the implementation of automatic personal income tax refunds will help taxpayers more conveniently carry out the steps of declaration and complete tax refund procedures.

Personal income tax refund is when people get a refund of the excess payment during the year or have taxable income that does not reach the tax threshold.

According to the Personal Income Tax Law, individuals without dependents and with an income of less than VND 132 million per year can apply for a refund of the excess payment. For each dependent (parents, spouse, children, siblings), the deductible income is an additional VND 52.8 million per year.

People with two or more sources of income must directly complete tax settlement and refund procedures. At that time, they compile their own deduction documents to submit with their application.

With the current process, tax refund procedures and documents are quite complicated, causing people to spend a lot of time and effort to complete tax refund procedures, while tax officials also suffer when having to review a stack of tax refund documents.
