On November 22, Meritorious Artist Do Ky received a notice that his application for the title of People's Artist had been "rejected". The reason for the application being shelved was because of a complaint and the opinion of the Ministry of Public Security, so he was not eligible to be considered for the title of People's Artist.
On the morning of November 24, Meritorious Artist Do Ky submitted a petition to the leaders and competent authorities for consideration and answers to his questions.

In the petition, Meritorious Artist Do Ky stated that on November 22, he received notice No. 604/TB-NTBD - November 21, 2023 announcing the results of the appraisal of the application for the 10th People's Artist title.
This announcement clearly states: “This file was submitted by the Central Emulation and Reward Committee to the Prime Minister for temporary retention due to: The individual has a petition and opinion from the Ministry of Public Security; does not meet the conditions and standards to be proposed for the 10th People's Artist title. The Department of Performing Arts sends information to Meritorious Artist Pham Do Ky for information.”
Meritorious Artist Do Ky said that after receiving the above notice, he was shocked, psychologically traumatized and his blood pressure was always high.

Meritorious Artist Do Ky filed a petition hoping that the competent authorities would clarify the following issues: Who is the person who filed the complaint? What is the content of the petition? Does his file have any comments from the police? If so, what are the comments?
Meritorious Artist Do Ky affirmed that in 44 years of studying and working (including 2 years, 2 months and 20 days in the army, belonging to Division 323, Quang Ninh Special Zone) at the Vietnam Drama Theater and the Art Department, Department of Performing Arts, he has never violated the law, always complied with all policies and guidelines of the Party and laws of the State.
"My application for the 10th People's Artist title was approved by the grassroots level when it met the criteria and conditions, and was sent to the Central Emulation and Rewards Committee, but because of a petition, it was temporarily left behind (According to Notice No. 604/TB-NTBD). However, I was informed that the issues raised in the petition were clarified by the Department of Performing Arts working with the Vietnam Drama Theater as having no basis, or in other words, it was a slanderous petition. So is it reasonable to "temporarily leave behind" my application?" - Meritorious Artist Do Ky asked.
At the end of the petition, Meritorious Artist Do Ky hopes that leaders and competent authorities will consider and answer his questions to restore prestige and honor to him and his family.
