Head of the Central Organizing Committee Le Minh Hung, Deputy Head of the Central Steering Committee on summarizing Resolution 18 (Steering Committee) has just signed and issued Plan No. 47 of the Steering Committee on implementing the arrangement and merger of provincial and communal administrative units and organizing the 2-level local government system.
Along with this plan, the Steering Committee clearly stated the content and tasks of implementing the arrangement and merger of provincial and communal administrative units and building a two-level local government system, along with the expected completion time, focusing mainly in 2025.
With the Government Party Committee , the Steering Committee requested to coordinate with the National Assembly Party Committee to guide localities in organizing public consultation on specific contents of amending and supplementing a number of articles of the 2013 Constitution (expected to be completed before April 20).
The Government Party Committee is also required to lead and direct the issuance of regulations and guidelines for the arrangement of provincial and communal-level units.
Specifically, in terms of principles, standards, conditions, naming, records, order, and procedures for implementing administrative unit mergers, ensuring the number of communes, wards, and special zones after the merger of each province and city is in accordance with the Central Government's orientation and the Government's project (expected to be completed before April 25).
Regarding the arrangement, assignment, and use of district-level cadres, civil servants, and public employees (before April 25); regarding the arrangement, consolidation of the organization, functions, tasks, and organizational structure; the number of leaders, managers, staff, cadres, civil servants, and public employees of the People's Council and its committees; of the People's Committee and specialized agencies, and public service units under the People's Committee after the arrangement of administrative units (expected to be completed before April 25).
On the selection of locations, arrangement of working headquarters, conditions to ensure the operation of the People's Council, People's Committee, agencies, units; public housing after the administrative unit arrangement; on the management and handling of headquarters, assets, and surplus land after the administrative unit arrangement (expected to be completed before April 25).
On the completion of activities of People's Councils, People's Council delegates, District People's Committees, affiliated agencies and units (expected to be completed before April 25).
Regarding the guidance on the division of tasks, powers, and administrative procedures from the district level to the provincial level and down to the commune level and the settlement of work related to organizations and individuals before, during, and after the arrangement of administrative units and the implementation of the 2-level local government model (expected to be completed before May 20)...
The Steering Committee requested the Government Party Committee to issue guidelines for merging provincial-level administrative units, not organizing district-level units, merging commune-level units, organizing two-level local governments, reorganizing the inspection system... (expected to be completed before May 5).
Issuing regulations and instructions to end district-level inspections; rearranging and reorganizing organizations under provincial-level inspections (expected to be completed before May 30).
The arrangement of tax, customs, State Treasury, State Bank branches, social insurance, statistics, etc. will be synchronized with the merger of provincial administrative units (expected to be completed before December 31).
Research and promulgate public housing policies for cadres, civil servants and public employees after administrative unit reorganization (expected to be completed before September 15).
With the National Assembly Party Committee , the Steering Committee requested to perform the task of leading and directing the National Assembly, the National Assembly Standing Committee issued a resolution on handling issues related to the arrangement and merger of provincial level, not organizing district level, merging commune level and organizing 2-level local government (if necessary) (expected to be completed before June 30).
Issue resolutions on the arrangement and merger of provincial and communal administrative units (expected to be completed before June 30).
Consider and decide to amend and supplement a number of articles of the 2013 Constitution, including stipulating transitional provisions to complete the consolidation and arrangement of the apparatus and administrative units at the commune level to officially come into operation no later than August 15, and administrative units at the provincial level to officially come into operation no later than September 15 (expected to be completed before June 30).
For the Provincial and Municipal Party Committees directly under the Central Government , the Steering Committee requires leadership and direction in implementing the merger of commune-level administrative units, not organizing at the district level after a decision by a competent authority.
Arrange cadres, civil servants, public employees and payroll in the direction of basically arranging cadres, civil servants, public employees, and the entire payroll at district and commune levels to commune level and increasing a number of leaders and managers at provincial departments, branches and offices to commune level (if necessary)... (expected to be completed before August 15).
Provincial and Municipal Party Committees directly under the Central Government that do not reorganize provincial-level administrative units need to merge provincial-level radio and television agencies into the press agencies of provincial-level Party Committees; end district-level inspections and reorganize provincial-level inspections; reorganize socio-political organizations and mass associations assigned by the Party and State to be under the Vietnam Fatherland Front at the provincial level (expected to be completed before July 31).
The Central Steering Committee requires that before merging, the Provincial and Municipal Party Committees directly under the Central Government that are subject to reorganization must lead and direct the Provincial and Municipal Party Committees that are identified as the political and administrative centers of the new provincial-level administrative units to preside over and closely coordinate with the Provincial and Municipal Party Committees (which have been approved by the Central Executive Committee in principle for the merger) to develop a project to merge provincial-level administrative units; collect public opinions, complete the project, and submit it to the Government (expected to be completed before May 1).
