Two elephants have their chains removed after a month of public opinion.

In late July, the whole country was shocked and saddened by the image of two elephants chained and emaciated in Hanoi Zoo (Thu Le Park). Immediately after that, a movement to "rescue" the two elephants received support from many people.

Animals Asia has sent a document to the Hanoi People's Committee proposing a plan to bring two elephants from Hanoi Zoo to Yok Don National Park (Dak Lak).

The image of an elephant chained and emaciated in Hanoi Zoo has caused a stir in public opinion.

General Director of Hanoi Zoo Company Limited, Le Si Dung, said that the above proposal is not really reasonable because both elephants are old and have been in Thu Le for more than 10 years. Therefore, if the transportation and release plan is not carefully calculated, the two elephants will face risks and they will most likely die.

Regarding the proposal of Animals Asia to transfer two elephants from Hanoi Zoo to Yok Don National Park for care, the Hanoi People's Committee has issued a document directing specialized agencies.

After receiving the information, the city leaders assigned the Department of Construction to preside over and coordinate with the Department of Agriculture and Rural Development, Hanoi Zoo Company Limited and related units to review the proposal of Animals Asia. The city leaders directed the responsible units to advise, propose and report back to the City People's Committee.

On August 17, after Hanoi Zoo replaced the broken fence in the elephant cage, the two elephants had their leg chains removed.

By the afternoon of August 17, the leader of Hanoi Zoo said that the two elephants had been unchained and were free to roam around the enclosure after the zoo purchased new electric fence equipment to replace the old, broken equipment.

Thus, after 1 month, the opinions of Animals Asia as well as public opinion have helped "untie" the two elephants and help them return closer to nature. Many tourists visited the zoo after hearing the news that the two elephants were "released". Many people were happy that the zoo's leaders listened and created better living conditions for the elephants.

Shipper kneels down and begs Porsche owner to plead for justice

On August 14, a clip appeared on social media recording a scene of a male shipper kneeling and begging the owner of a luxury car. This worker crashed into the back of the car, the car owner was angry and demanded a large amount of compensation. The scene made the online community both disgusted and sympathetic.

At the time of the incident, the male shipper and the Porsche driver were traveling on Le Hong Phong Street (Ward 10, District 10, Ho Chi Minh City). Suddenly, the motorbike crashed into the back of the car because the car in front braked without the male shipper noticing. Hearing the sound of the collision, the car driver and his family got out of the car to check.

Witnesses at the scene said that after the collision, the family in the car was quite angry because this was a new car they had just bought. As soon as they got out of the car, the family demanded 200 million VND in compensation from the male shipper.

Hearing that, the male shipper immediately knelt down and begged. The car owner's family also called the authorities to come down and assist and make a record of the incident.

Sharing with Dan Tri reporter, Mr. Q.D. (40 years old, living in Binh Duong), the delivery man in the clip, said that after the accident, he had given all 15 million VND that he had saved for nearly 2 years to compensate the car owner. However, up to now, he does not know how much compensation he must pay the car owner, and the two parties have not yet finished negotiating to resolve the collision.

Mr. D. explained that at the time of the incident, he was riding behind a car when another motorbike hit him hard, pushing his motorbike forward. That's why his motorbike "collided" with the car, and the person who caused the first accident ran away at that moment.

After the collision, because he was so panicked, Mr. D. did not have time to explain to the car owner that someone had hit his car. When he heard the car owner demand 200 million VND in compensation, Mr. D. was so shocked that he could only kneel down and beg.

Not going to the beach with the company will be fined 2 million VND

That is a "half-laughing, half-crying" story that happened at an electronic components manufacturing company in Hung Yen.

A female worker shared that this year her unit has announced the trip and announced the registration schedule with a budget of 2 million VND/person. In case a pregnant or pregnant worker cannot go, she will receive the above amount.

Those who have registered to go but their children get sick or are hospitalized on the scheduled date will also receive 2 million VND. Those who announce they cannot attend close to the date of the trip will be fined 500,000 VND. Those who cancel without prior notice will be fined 2 million VND.

The female worker said that although this is the company's welfare policy, not all employees are enthusiastic about it, so each unit should have specific regulations.

"Lifting and setting down" each option for withdrawing social insurance at one time

This is the content that many delegates emphasized as sensitive and complicated when giving opinions on the revised Law on Social Insurance (SI), at the 25th session of the National Assembly Standing Committee recently.

The draft law submitted this time presents two options for one-time withdrawal of social insurance. In option one, instead of allowing employees to withdraw as currently done, that is, after one year of unemployment, the Government proposes that only groups participating in insurance before the law takes effect (before January 1, 2025) can withdraw.

Groups participating after this time cannot withdraw, except in cases of reaching retirement age but not having enough years of contribution to receive pension; settling abroad or suffering from one of the life-threatening diseases.

Option 2, the Government proposes that all workers who have paid insurance for less than 20 years, after one year of not participating in the system, can withdraw (ie the subject is kept as per current law) but "tighten" the benefit level to no more than 50% of the total time contributed to the Pension and Death Fund. The remaining years are reserved.

This plan does not distinguish between payment periods and does not limit the number of times employees can withdraw.

Commenting on this content, National Assembly Chairman Vuong Dinh Hue said that one of the reasons for the current one-time withdrawal of social insurance is that the payment period to receive pension is too long.

Regarding the two options presented by the Government, the National Assembly Chairman commented that each direction has its own advantages and disadvantages, but option 2 is more flexible and harmonious.

Through research, the National Assembly Chairman proposed to study an additional option that can integrate and utilize the best points of the above two options.

Explaining further on this issue, Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung confirmed that withdrawing social insurance at one time is a very complicated and sensitive issue.

The head of the agency in charge of drafting the law said that initially the drafting committee considered 3 options for withdrawing social insurance at one time, but when discussing in the Government, they combined 2 options.

He emphasized that the spirit is to harmoniously handle the requirements of ensuring long-term social security of the country with supporting the resolution of immediate difficulties of workers, not creating shock to workers, especially in the current difficult times.

A person who died more than 7 years ago still receives a regular pension

This is a rare case that occurred in Phu Yen province. The Social Insurance Agency of Phu Yen province said it had decided to recover nearly 400 million VND in pension benefits, including 89 months of pension and 7 Lunar New Year gifts paid out incorrectly every year from a woman who died more than 7 years ago.

According to the records, Ms. NTTH (residing in Tuy Hoa City) is a retiree, receiving a monthly pension paid by the Social Insurance of Phu Yen province through the service channel of the Post Office of this province.

By the end of January 2016, Ms. H. passed away. The family reported her death to the ward People's Committee, but did not complete the procedures to receive burial expenses and one-time death benefits from the Social Insurance.

Since then, the post office has continued to regularly pay Ms. H's pension through her account.

Recently, thanks to the implementation of citizen identification code, Phu Yen Provincial Social Insurance discovered that Ms. H. had died but was still receiving pension, so they requested the Provincial Post Office to review and recover the excess payment.

At the time of discovery, the money in Ms. H's account was "short" by more than 150 million VND compared to the amount transferred by the post office. Ms. H's relatives admitted to withdrawing money from Ms. H's account for use.

Working with the authorities, Ms. H.'s son agreed to carry out the procedures to pay the funeral expenses and one-time death benefit for his mother; at the same time, he coordinated with the authorities to return the entire amount that the post office had overpaid to Ms. H. since her death.
