Along with focusing on building and implementing the agricultural restructuring project, Thach Ha (Ha Tinh) has implemented the One Commune One Product (OCOP) program in depth and effectively, bringing new vitality to the district's agricultural sector.
The whole district of Thach Ha has renovated production land, broken down small fields, and formed large production fields of 2,574 hectares.
Many potentials for developing OCOP products
Thach Ha is a district adjacent to Ha Tinh city, with many important traffic routes passing through, a natural area of over 355km2 , agricultural land area of 13,757 ha, forestry land of 8,315 ha, aquaculture land of 1,123 ha; diverse terrain, with plains, hills, forests and sea, planned into three distinct regions (Bac Ha, Tay Nam, Bai Ngang). These are considered potentials and strengths for Thach Ha district to develop agriculture in the direction of goods, diversifying key agricultural products.
In recent years, especially since the implementation of the national target program on new rural construction, Thach Ha district has focused on building and developing OCOP products to unleash the potential and advantages of rural areas, imbued with the unique identity and flavor of each region, contributing to promoting sustainable and modern development of the local economy.
On average, each year, Thach Ha district produces over 15,650 hectares of rice, with an average yield of over 5.5 tons/ha, creating a source of raw materials for developing OCOP products.
With the advantages of soil and climate of the three available economic regions, Thach Ha has proactively built and developed raw material areas, concentrated commodity production for a number of key local products. Regarding raw material areas, up to now, the district has directed localities to strongly implement the work of improving production land, breaking small embankments, forming large production fields of 2,574 hectares, applying scientific and technical advances, producing and testing new rice varieties with high productivity and output; on average, each year, the whole district produces over 15,650 hectares of rice, with an average yield of more than 55 quintals/ha.
Chairman of Thach Tri Commune People's Committee Nguyen Cong Huong said: "To meet the raw materials for developing OCOP rice paper products in the locality, Thach Tri Commune has built a raw material area for producing Khang Dan 18 rice variety with a total area of nearly 40 hectares. In addition to Lan Hung OCOP rice paper production facility, there are also 16 households producing and trading rice paper in the locality. Therefore, the raw material area only meets part of the demand for production households in the locality, the rest is to purchase agricultural products for people in the neighboring areas, on average each facility consumes approximately 30 tons of rice per year, the OCOP product production facility alone consumes over 40 tons of rice per year...".
The whole district has 121 greenhouses specializing in producing melon and chrysanthemum varieties that bring high economic value.
In addition to traditional rice production, Thach Ha also built a raw material area to produce peanut products with a total production area of over 769 hectares, a yield of 27.6 quintals/ha, and an output of 2,122 tons. Regarding vegetable, root and fruit production, the total area of the district is over 2,800 hectares, a yield of over 68.3 quintals/ha, an output of 19,400 tons; of which, the production area certified by VietGap is over 34 hectares, with 3 areas granted growing area codes. The whole district has 121 greenhouses specializing in producing melon and chrysanthemum varieties that bring high economic value with a total area of 73,000m2 .
Regarding other crops, Thach Ha focuses on directing the production of fruit growing areas such as oranges and grapefruits in Tra Son communes with a total area of over 307 hectares, of which more than 40 hectares meet VietGap standards, with an annual orange output of nearly 1,500 tons and grapefruit of nearly 1,000 tons.
OCOP products made from rice such as vermicelli, glass noodles, rice paper, spring rolls... of businesses and production facilities in the area have developed strongly with consumption increasing year by year.
The livestock sector is quite diverse with a total herd of 44,000 pigs, estimated meat output of 10,684 tons/year; 4,300 buffaloes, estimated meat output of 390 tons/year; poultry farming of more than 1,751 thousand animals, meat output of nearly 5,000 tons/year... The aquaculture sector has an annual output of over 4,500 tons; farming area of over 1,123 hectares, output of over 3,200 tons...
The available potentials in the locality have promoted the development of OCOP products in Thach Ha district, consuming agricultural products for farmers in the form of joint ventures and associations. In particular, OCOP products produced from rice (vermicelli, vermicelli, rice paper, ram cake, high-quality rice, nutritional powder, brown rice tea, cu do candy products, peanut candy), other agricultural products (oranges, melons, edible mushrooms, medicinal mushrooms) and processed products of livestock, poultry and seafood of enterprises and production facilities in the area have developed strongly with high consumption output increasing every year.

OCOP - increasing economic value for agricultural products
The OCOP program is like a "breath of fresh air" bringing new perspectives, new values, new development directions and gradually building brands for quality agricultural products, improving economic benefits for people in Thach Ha district (implemented from 2019 to present). Right from the first days of implementation, the OCOP program has been implemented by the entire political system from the district to communes and towns, implemented in a large-scale and methodical manner, creating motivation and spreading power in the business community, cooperatives, production and business establishments in the area.
The work of inspecting and guiding production establishments to build OCOP products of the district and localities is implemented to ensure the steps follow the process, regulations and instructions of the province. With many innovations in propaganda work from the district to the grassroots, production and business households in Thach Ha district increasingly understand the benefits and significance of building OCOP products.

From annual training conferences, reality game shows organized by the district and opportunities to promote images from provincial and district-level festivals and fairs for OCOP products, many organizations and individuals have boldly developed ideas, production and business plans, invested in facilities and modern equipment to participate in the One Commune One Product program. However, the core thing that makes people "more passionate" is the economic benefits after the products are certified as OCOP, with revenue increasing 2 to 3 times compared to before participating in the program.
Ms. To Thi Huong - owner of Huong Tam Rice Vermicelli production facility (Trung Trinh village, Viet Tien commune) excitedly shared: “Our vermicelli and rice vermicelli production facility was established in 2016 on a small scale, with a daily output of only about 100 kg, and low revenue. However, from 2020 to now, after expanding the factory, investing in modern machinery, and participating in the OCOP program with the 3-star standard "Huong Tam Rice Vermicelli" product, the facility's revenue has doubled, with an average annual production of over 144 tons of vermicelli, with a revenue of about 2 billion VND..."

From 2019 to present, in Thach Ha district, there have been 70 product ideas appraised and approved by the provincial level, 53 production and business plans approved by the district. There have been 27 OCOP products that have achieved 3-star standards or higher, notably 2 products that have achieved 4 stars: Ngoc Mam rice of KC Ha Tinh Company Limited and Nghe Refined Bird's Nest of An Nong Agricultural Consulting Company Limited.
According to Mr. Nguyen Van Duy - Deputy Chief of the Office of Coordination for New Rural Development in Thach Ha district, there are currently 48 economic organizations participating in the OCOP program in the district, including 9 cooperatives, 11 cooperatives, 12 enterprises, and 16 households. Products after participating in the OCOP program are well received and highly appreciated by the market, and are confidently chosen by consumers, so output and revenue have increased by an average of 145% compared to before participating in the program; some products have increased revenue by 2 to 3 times such as: Huong Tam rice vermicelli, Long Ngam sim wine, Phong Nga cu do candy...

After participating in the OCOP program, the establishments have boldly invested in warehouse systems, purchased equipment for production and business processes to improve product quality and expand production scale. The total investment cost of the establishments in the period of 2018 - 2023 is estimated at more than 100 billion VND, of which the central and provincial budgets support more than 11 billion VND.
In addition to support policies at all levels, in 2023, the People's Council of Thach Ha district also issued Resolution No. 23 dated December 30, 2023 regulating support for encouraging agricultural and rural development and building new rural areas and civilized urban areas in the area. Accordingly, 40% of the funding will be supported for organizations and individuals to build points to introduce and sell OCOP products and regional specialties, not exceeding 50 million VND/facility; a bonus of 30 million VND for each product upgraded from 3 stars to 4 stars and 50 million VND to 5 stars and other regulations on the level of support for trade and service development... Up to now, 6 facilities have enjoyed support policies from this resolution with an estimated amount of more than 500 million VND.
In addition to the support policy from superiors, Thach Ha district rewards 30 million VND for each product upgraded from 3 stars to 4 stars and 50 million VND for each product upgraded from 5 stars.
Helping Thach Ha agricultural products brand reach international level
Along with the development of OCOP products, Thach Ha district also focuses on improving quality, promoting trade, building brands and trademarks for agricultural products. To promote trade and connect local OCOP products with consumers, Thach Ha has provided maximum support for establishments to bring products to e-commerce platforms and online sales channels, especially for establishments to participate in provincial fairs, introduce and sell products at clean agricultural product stores in and outside the province.
In 2022 alone, there were 5 establishments directly participating in trade promotion activities outside the province such as: Hue Festival Fair, OCOP product introduction events associated with the culture of the Red River Delta provinces. In 2023, the District People's Committee organized for 5 establishments with 18 products to participate in the Northern Delta International Agricultural Fair, participate in the 6th Orange Festival and typical rural industrial products of Ha Tinh province...
Bai Ngang pressed jellyfish products of Mai Dung Jellyfish Purchasing and Processing Cooperative (Thach Tri commune) have reached international standards, are favored by the Japanese market, with an output of more than 100 tons/year and a revenue of more than 5 billion VND.
Up to now, out of a total of 27 OCOP products of Thach Ha district, there are 2 products reaching international standards, favored by the markets of Japan and Korea: Bai Ngang pressed jellyfish and Anh Thu spring rolls. In addition, other agricultural products such as Khe Giao oranges, Luu Vinh Son melons, products processed from rice, peanuts, livestock meat and seafood are favored by domestic consumers. These include squid rolls, Hoang Gia Lan fish sauce, Thanh Duan ham, Phu Cuong Dat wood ear mushrooms, Phong Nga cu do, Vera food oak-aged cereals, Hoai Yen fish sauce...
Hoang Gia Lan Private Enterprise (Nam Hai village, Thach Hai commune) produces over 8 tons of squid sausage and 16,000 liters of fish sauce each year, with a revenue of over 1.5 billion VND/year, a revenue growth rate of over 92% compared to before participating in OCOP.
Mr. Nguyen Van Sau - Vice Chairman of Thach Ha District People's Committee, Deputy Steering Committee of the National Target Program and One Commune One Product of the district affirmed: In the period of 2022 - 2025, the district will continue to support establishments to build and develop OCOP products, promote propaganda, search, build good product ideas, improve the quality of production and business plans, support establishments to organize production on a commodity scale. Strive by 2025, the whole district will have 35 products with 3 stars or more, promote trade promotion, find outputs, connect product consumption, have at least 2 to 3 more stores selling OCOP products in the area. From there, create motivation and leverage for Thach Ha's agricultural products to reach domestic and foreign markets.
