Which railway industrial products are proposed to be prioritized for development?

The Ministry of Transport proposed to regulate railway industrial products identified as high-tech, with priority given to investment and development.
In the Draft Law on Railways (amended), the Ministry of Transport proposed to add provisions on railway industrial products that are prioritized for development. Specifically, the railway industry is defined as including: Manufacturing, assembling, repairing, and converting railway vehicles; manufacturing accessories, spare parts, materials, and specialized equipment for railways.

On that basis, it is stipulated that railway industrial products include: information equipment, signals, locomotives, carriages, rails, rail-linking accessories and equipment with special technical requirements in the list of high technologies prioritized for investment and development according to the decision of the Prime Minister . According to the representative of the Vietnam Railway Authority, this content is proposed because in the long term, the State's investment in the development of the railway industry is very limited. On the other hand, the market demand for railway industrial products is very low. Therefore, the production technology chain is mainly invested by railway industrial enterprises themselves, so it is still fragmented and small, focusing on products with low technology content such as: sleeper production, locomotive assembly, carriage frame production... Meanwhile, according to current regulations, investment in railway projects must be carried out according to the domestic and international competitive bidding mechanism. This makes it difficult for Vietnamese enterprises to participate in the production and supply chain of railway equipment, especially modern railway industrial products, because they cannot compete with foreign enterprises that already have technology and experience. "In order to gradually become self-sufficient in researching and producing some types of key materials and equipment such as rails, switches, electrical signal information equipment, and railway vehicles, the representative of the Vietnam Railway Authority said that it is necessary to have a specific mechanism to create conditions for domestic enterprises to be ordered by the State to carry out some key and strategic railway industry development tasks, as a premise for railway industry development. According to Decision 66/2014 of the Prime Minister: The list of high technologies prioritized for investment and development and the list of high-tech products encouraged for development do not include these special railway industry products. Therefore, it is necessary to include this content in the Draft Law on Railways (amended) to have a policy to prioritize development.
