Reviewing poor households, near-poor households, households working in agriculture, forestry, and fishery with average living standards in 2024

Conduct a review to implement policies and solutions for poverty reduction and social security; build a database on the rate and characteristics of poor and near-poor households... to serve management purposes.

The review is carried out from villages, hamlets, and residential groups; ensuring democracy, publicity, transparency, and participation of all levels, sectors, and people. Implementing the correct process, identifying the right subjects, avoiding duplication or omission, accurately reflecting the reality of poor and near-poor households in each locality. The review team must be trained, have an understanding of the population situation in the locality, and directly interview and collect information from each household to accurately reflect the income situation and lack of basic social services of the household according to the criteria specified in the survey form.

According to Plan No. 227/KH-UBND dated April 22, 2024 of Lao Cai Provincial People's Committee, the subjects of review include: (1) Households on the list of poor households and near-poor households managed by the Commune People's Committee at the time of review. (2) Households with a Request for Review of Poor Households and Near-Poor Households. (3) Households currently residing in the province according to the provisions of the law on residence.

The review method is implemented according to Article 2, Decision No. 24/2021/QD-TTg dated July 16, 2021 of the Prime Minister stipulating the annual review process of poor households and near-poor households and the process of identifying households engaged in agriculture, forestry, fishery and salt production with an average living standard in the period 2022 - 2025; Circular No. 07/2021/TT-BLDTBXH dated July 18, 2021 of the Ministry of Labor, War Invalids and Social Affairs on guiding the review method, classifying poor households and near-poor households; determining the income of households engaged in agriculture, forestry, fishery and salt production with an average living standard in the period 2022 - 2025 and reporting form; Circular No. 02/2022/TT-BLDTBXH dated March 30, 2022 of the Ministry of Labor, War Invalids and Social Affairs on amending and supplementing a number of contents of Circular No. 07/2021/TT-BLDTBXH.

The review process is implemented according to Article 4 and Article 6 of Decision No. 24/2021/QD-TTg dated July 16, 2021 of the Prime Minister stipulating the annual review process of poor and near-poor households and the process of identifying households engaged in agriculture , forestry, fishery and salt production with an average living standard in the period 2022 - 2025.

Regarding implementation progress: From May to August 2024, carry out preparation work. From September 1, 2024, carry out review.

From October 1 to 15, 2024, districts, towns, and cities will synthesize and directly review the results of screening and investigation at the commune level; synthesize data and officially report results to the Provincial Steering Committee.

From October 16 to 30, 2024, the Provincial Steering Committee reports to the Provincial People's Committee the results of the review; the Provincial People's Committee approves the report to the Ministry of Labor, War Invalids and Social Affairs according to regulations. From November 1 to December 31, 2024, the District Steering Committee directs and fully updates data related to the review into the Social Protection software for long-term management. Localities ensure implementation progress and are responsible for the review data.
