Efforts to untie the knot
In 2024, facing many difficulties and challenges, CIZIDCO has resolutely implemented synchronous solutions, well performed the tasks of managing and operating 3 large industrial parks (IPs), with a scale of 800 hectares, including Bac Chu Lai IP 361 hectares; Tam Thang IP 197 hectares; Tam Thang IP expansion 242 hectares; promoted investment, supported enterprises to invest and develop in IPs.
Thereby, CIZIDCO achieved total revenue of more than 117 billion VND (reaching more than 101% of the yearly plan); paid to the budget more than 17.7 billion VND (reaching 99% of the plan), pre-tax profit more than 27.7 billion VND (reaching 100.3% of the plan)...
Mr. Vu Hong Nhan - Party Secretary, Chairman of the Board of Members of CIZIDCO shared that in 2024, the Party Committee will focus on directing the Board of Members and the Company Director to carry out key tasks; develop and submit to competent authorities for approval of business plans, especially focusing on removing bottlenecks in resettlement (TDC), compensation, and site clearance (BT-GPMB).
The encouraging result of the year is the completion of the appraisal of the Feasibility Study Report and approval of the investment project to build the expanded Tam Thang Industrial Park in Decision No. 1992 of the People's Committee of Quang Nam province dated August 26, 2024.
At the same time, CIZIDCO also approved the survey, construction design and cost estimate tasks for the preparation work after the basic design; submitted for appraisal and approval the Contractor Selection Plan for the preparation step after the basic design; and was agreed by the Provincial People's Committee to add industries to the expanded Tam Thang Industrial Park.
Up to now, the total area of BT-GPMB in Tam Thang Industrial Park expansion is 45.4/50.1ha (45.94ha of land has been handed over, 1.9ha has not been handed over because the land does not meet compensation conditions); report on reviewing the results of implementing the land use plan in 2024 and registering the list of land use plans in 2025 (139.1ha).
Similarly, in Tam Thang Industrial Park in 2024, 3 compensation plans were approved (460 graves), compensation and site clearance money was paid for 548 graves, and 560 graves were relocated; bringing the total number of approved plans to 7 (809 graves), compensation money was paid for 711/809 graves, and 601 graves were relocated.
Regarding the "bottleneck" of 11 hectares of agricultural land, up to now, the Commune People's Committee has confirmed the origin of the land in 12 batches, with an area of 4.8 hectares, of which the Department of Natural Resources and Environment of Tam Ky City has a document confirming eligibility for compensation in 6 batches with an area of 4 hectares; for residential land, 29 plots have been inventoried, 23 plots have been counted, and 7 plots of land have been extracted.
In the past, the company has actively coordinated with relevant units, proposing to the People's Committee of Tam Ky City to direct the resolution of long-standing problems regarding BT-GPMB. Up to now, the Center for Land Fund Development of Tam Ky City is completing compensation plans for approval.
Determined to create a clean space
Mr. Le Ngoc Thuy - Director of CIZIDCO said that in 2024, CIZIDCO has drastically implemented the set goals and plans, aiming to build a smart industrial park model and meet ecological criteria.
However, the work of compensation, site clearance and land handover to investors in industrial parks has not ensured progress according to requirements and general plans. Objective reasons are due to changes in regulations and policies according to the 2024 Land Law (effective from January 1, 2025)...
Specifically, up to now, the work of adjusting the area of Bac Chu Lai Industrial Park has not been completed because the zoning plan has not been approved. Similarly, at Tam Thang Industrial Park, the environmental licensing for the project has been prolonged, the adjustment of the Industrial Park project has not met the time requirements; especially the progress of BT-GPMB implementation for residential land and agricultural land has been prolonged and interrupted. Or the addition of new business lines to the expanded Tam Thang Industrial Park is also waiting for the ministry to guide the implementation procedures, and it is not possible to lease land with an area of 32.5 hectares in this Industrial Park...
CIZIDCO's leaders determined that the key task in 2025 is to strive to exceed production and business targets; effectively exploit residential land and commercial services in residential areas invested by the company; complete synchronous infrastructure according to planning and investment projects. At the same time, ensure environmental protection of industrial parks; strengthen investment promotion; strive to complete BT-GPMB, create clean land in industrial parks according to plan to promptly hand over land to secondary investors for lease according to regulations.
"In 2025, CIZIDCO strives to complete BT-GPMB and lease land (area of 21ha); support Hyosung Company (Korea) to complete procedures for granting adjusted investment registration certificates and environmental licenses for the project; complete the addition of business lines; completely compensate for the 50.1ha area, the land lease area of Hyosung investor and implement BT-GPMB within the area of 89.5ha (50% of the area)" - Mr. Le Ngoc Thuy said.
