On the morning of July 31, the Government held a national online conference to deploy the implementation of administrative unit (ADU) arrangement at district and commune levels for the period 2023 - 2030. Comrade Pham Minh Chinh, Politburo member and Prime Minister chaired the conference.

The conference also devoted most of the time for localities to discuss and share experiences in the process of implementing the arrangement of commune-level administrative units in the 2019-2021 period.
Concluding the conference, Prime Minister Pham Minh Chinh requested localities and units to step up the dissemination of Conclusion No. 48-KL/TW of the Politburo; Resolution of the National Assembly Standing Committee on the arrangement of administrative units at district and commune levels for the period 2023 - 2030 and related documents to create high unity of awareness and consensus among the people and especially related subjects. It is necessary to prepare carefully, scientifically, flexibly, in accordance with the specific situation, conditions and circumstances of each locality and unit. Promote the role and responsibility of the heads of local Party committees and authorities, must have high political determination, make great efforts in leadership, direction, organization and implementation to ensure the completion of the set goals; There must be close, responsible participation and close coordination between ministries, central and local branches at all levels, especially the Party Committee, government and political system, the Fatherland Front, and socio-political organizations; this must be considered one of the key political tasks in the coming time. The arrangement of administrative units must be carefully prepared, ensuring synchronization, comprehensiveness, and coverage, implemented with a roadmap, with steps, and must have each stage to arrange resources in both material and human terms; with appropriate, strict, cautious, and effective methods and approaches. The process of implementing the arrangement of administrative units must ensure compliance with planning, provincial planning, urban planning, and rural planning to meet the requirements of sustainable development, ensuring the effective promotion of State and social resources. The arrangement of administrative units at district and commune levels must be associated with innovation, the arrangement of the apparatus of the political system to be streamlined, operate effectively and efficiently, reduce staff, restructure and improve the quality of the staff, civil servants and public employees; modernize the administrative system, build digital government, digital society, apply digital technology, information technology to improve the effectiveness of management and administration and reduce direct contact between people, businesses and government levels. The arrangement of administrative units at district and commune levels must be based on standards of natural area, population size and criteria and conditions according to the provisions of law; at the same time, it is necessary to pay attention to carefully considering specific factors of history, culture, tradition, ethnicity, religion, beliefs, customs, habits, etc. to be harmonious, reasonable and effective. The process of implementing the arrangement of administrative units must simultaneously resolve the existing problems and limitations in the period of 2019 - 2021; implement reasonable regimes and policies for cadres, civil servants, public employees, workers and related people. In addition, the arrangement of administrative units must facilitate the activities of enterprises and people, expand production and business, expand development space, develop urban, rural, scientific and other services; at the same time, it must ensure national defense, security, political stability, social order and safety and improve the spiritual and material life of the people.
