
Comprehensive and synchronous implementation
Social insurance (SI) and health insurance (HI) have mobilized the strong participation of the entire political system from the central to local levels. People and workers are increasingly aware of the importance, benefits and practical significance of SI and HI policies.
With the determination to strive to achieve the goal of universal social insurance and health insurance, in recent times, in parallel with efforts to expand the social security net so that more and more people can have their lives and health care guaranteed by social insurance, health insurance, and unemployment insurance (UI) policies, we have constantly modernized management work, improved the effectiveness and efficiency of operations, increased service quality and people's satisfaction index with social insurance and health insurance policies. Accordingly, digital transformation, focusing on Project No. 06 of the Government, has been vigorously implemented in the field of social insurance and health insurance, bringing many benefits and conveniences to participants and beneficiaries of policies, which have been recognized and responded to by people and businesses.
Vietnam Social Security is the agency assigned by the Government to manage the National Insurance Database (NDB) according to Decree 43/2021/ND-CP. Therefore, based on the existing information technology (IT) platform, in recent times, Vietnam Social Security has prioritized focusing on enriching the national insurance database; proactively coordinating with ministries, branches and localities to connect and share data between the national insurance database and other national and specialized databases, creating an important premise for promoting professional activities in the digital environment, providing online public services (DVC) of the industry in particular and promoting national digital transformation in general.
Implementing Project 06, Vietnam Social Security is the first unit to successfully connect with the national population database since the national population database was officially put into operation. To date, the Vietnam Social Security System has authenticated more than 96.8 million demographic information in the database managed by Vietnam Social Security with the national population database, of which 86.9 million people are participating and receiving social insurance, health insurance, and unemployment insurance, accounting for 97.8% of the total number of participants (excluding armed forces and military relatives). Synchronizing and authenticating identification information of participants and beneficiaries of social insurance, health insurance, and unemployment insurance policies with the national population database helps standardize data between the two national databases (population and insurance), improve the accuracy of information and data, and is an important premise for deploying the provision of services and utilities for participants and beneficiaries of social insurance, health insurance, and unemployment insurance policies on the national population database.
In particular, in order to help participants and beneficiaries carry out administrative procedures on social insurance, health insurance, and unemployment insurance quickly and conveniently, Vietnam Social Security has proactively coordinated with the police and health sectors early and remotely to deploy the use of chip-embedded Citizen Identification Cards (CCCD) and the national electronic identification application (VneID) to serve people going to health insurance for medical examination and treatment; connecting data on driver's health examinations, birth certificates, and death certificates from health insurance facilities; coordinating the deployment of electronic health books; applying biometric authentication technology on chip-embedded CCCDs at health insurance medical examination and treatment facilities and the "One-stop" department of the Social Security agency; deploying the provision of online public services.
Serving people effectively and practically
Digital transformation in general and the implementation of Project No. 06 of the Government in particular have created many turning points, bringing great and practical benefits not only to people and businesses but also to State management agencies in the field of social insurance and health insurance in improving the quality and efficiency of operations; preventing, promptly detecting and handling fraud and profiteering of social insurance and health insurance funds.
In particular, with the use of chip-embedded CCCD cards and the application of national electronic identification (VNeID) to serve health insurance treatment, 100% of health insurance treatment facilities have deployed health insurance treatment using chip-embedded CCCD cards, with more than 92 million times of health insurance card information lookup using chip-embedded CCCD cards to serve health insurance treatment procedures. The deployment of health insurance treatment using CCCD cards has helped simplify paperwork and save time for patients and medical staff when performing health insurance treatment procedures. Social insurance agencies have also reduced the cost of printing health insurance cards, increasing the accuracy and synchronization of information.
Pilot application of biometric authentication technology on chip-embedded ID cards at health insurance facilities and the "One-stop" Department of the Social Insurance agency in receiving records and returning results of administrative procedures. This implementation not only helps simplify paperwork but also reduces the time for health insurance procedures (previously, health insurance registration procedures could take 10 minutes to several hours, but now only need to authenticate at the machine with a time of only 6-15 seconds / patient); reduce the number of medical staff on duty at the reception department; overcome the situation of borrowing health insurance cards.
In addition to the same benefits as in the health insurance service, the implementation of biometric authentication in receiving records and returning results of administrative procedures also helps the Social Insurance agency: ensure the authentication of real/fake CCCD cards, authenticate the identity of people when submitting and processing records (especially records requesting re-issuance of social insurance books, requests for one-time social insurance benefits with relatively large payment amounts...); promptly detect and limit fraud and forgery of personal documents to profit from social insurance and health insurance funds. At the same time, it helps to improve the accuracy and capacity of data-based management; facilitate the strengthening of inspection and examination work in the electronic environment; limit fraud and profiteering... Thereby, it helps to improve the effectiveness of state management, better ensuring the rights of health insurance participants.
With the coordination and support of the Ministry of Public Security, Vietnam Social Security has connected the technology and deployed the use of national electronic identification accounts issued by the Ministry of Public Security (VNeID accounts) to log in and use the VssID application - Social Insurance Number of the Vietnam Social Security sector (deployed from October 2023). According to statistics on the Vietnam Social Security system, up to now, there have been more than 10 million uses of VNeID accounts to log in to the VssID application - Social Insurance Number (an average of about 1.3 million uses per month). This deployment by Vietnam Social Security has helped people have more options to use their accounts when they need to exploit information, use health insurance cards, and perform online public services for individuals on the VssID application. At the same time, it demonstrates the industry's readiness to deploy the unified use of electronic identification accounts in performing online public services from July 1, 2024 as prescribed in Decree 59/2022/ND-CP on electronic identification and authentication.
For many consecutive years, the Ministry of Information and Communications has assessed Vietnam Social Security as an agency that effectively deploys IT applications and online public services. Benefiting from these outstanding results, people can use online public services on social insurance and health insurance such as: Registering to participate in voluntary social insurance; registering to pay and issue health insurance cards for people who only participate in health insurance; resolving one-time social insurance benefits; resolving unemployment benefits; 2 groups of interconnected administrative procedures: Birth registration - permanent residence registration - issuance of health insurance cards for children under 6 years old and Death registration - cancellation of permanent residence registration - support for funeral expenses, funeral allowance. As of April 30, 2024, the entire Vietnam Social Security sector has received and processed more than 1.4 million transaction records of the above online public services. Through online transactions, people and businesses do not need to go directly to the Social Insurance agency, thereby saving a lot of time and effort in traveling and can also proactively monitor the process and results of handling records, ensuring publicity and transparency.
To promote the provision of utilities serving "digital citizens", Vietnam Social Security has deployed the provision of electronic versions of social insurance books and health insurance cards for people participating in social insurance, health insurance, and unemployment insurance in Decision 490/QD-BHXH.
In addition, Vietnam Social Security is making efforts to implement solutions to promote the payment of non-cash insurance benefits. To date, about 64% of beneficiaries receive social insurance and unemployment benefits through personal accounts in urban areas, an increase of about 3% compared to 2022. On March 22, 2024, Vietnam Social Security and the Ministry of Public Security agreed to issue a coordination process to implement the development of non-cash payments in the payment of pensions and social insurance benefits on the basis of the national population database to mobilize and promote people to receive pensions and social insurance benefits through non-cash payment methods, combined with verification and cleaning of beneficiary data. Vietnam Social Security has issued Official Dispatch 885/BHXH-TCKT dated April 2, 2024 to Social Security of provinces and cities to guide the implementation of this coordination process, and at the same time transfer data according to the process for the Government Working Group to direct local working groups to implement.
It can be affirmed that with the synchronous and comprehensive implementation of solutions in IT application, promoting digital transformation, especially the implementation of Project No. 06 of the Government, the use and exploitation of the industry's database have been optimized to serve people and businesses; resolve and pay regimes and policies promptly, quickly and accurately; improve the effectiveness of inspection, supervision, management and use of funds, prevent fraud and profiteering of social insurance and health insurance funds... to achieve the ultimate goal of bringing the best benefits and utilities to people and businesses.
