One of the key tasks that most clearly demonstrates the role of local State power agencies is the issuance of resolutions, which serve as a basis for People's Committees at all levels to implement in the process of socio-economic development. This is also a task that has been and is being seriously and effectively implemented by the Thanh Hoa Provincial People's Council.

In the first 7 months of 2024, the Provincial People's Council issued 98 resolutions (The 18th session issued 41 resolutions; The 19th session issued 33 resolutions; The 19th session (2nd time) issued 1 resolution; The 20th session issued 16 resolutions; The 21st session passed 7 resolutions).
Typically, at the 21st Session (held on the afternoon of July 30), the Provincial People's Council passed 7 very important resolutions, such as: Public investment plan using state budget capital in 2025 of Thanh Hoa province (first time); Investment policy for the project to invest in the construction of 68 police headquarters of communes and towns under the Thanh Hoa Provincial Police in 2024; Arrangement of district and commune-level administrative units in the 2023-2025 period of Thanh Hoa province; Merging Dong Son district into Thanh Hoa city and establishing wards, arranging commune-level administrative units in the 2023-2025 period of Thanh Hoa city, Thanh Hoa province; Investment capital plan for development of central budget capital to implement the National Target Program on Sustainable Poverty Reduction in 2024 (phase 4)...
In order for the resolutions to soon come into effect and bring about practical results, in his closing speech, Comrade Do Trong Hung, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, requested the Provincial People's Committee to uphold its sense of responsibility and promptly implement the resolutions passed by the Provincial People's Council. At the same time, he requested the Standing Committee of the Provincial People's Council, the People's Council's committees, the delegations and the Provincial People's Council delegates to closely monitor the implementation process to ensure that the resolutions are implemented promptly, effectively and in accordance with regulations. In addition, he also requested departments, branches, localities and units to focus on reviewing resolutions that are no longer suitable or ineffective, in order to promptly propose the Provincial People's Council to amend and supplement them to suit practical requirements...
The issuance of the resolution of the Provincial People's Council has been carried out in accordance with the procedures and provisions of law. During the preparation process, there has always been very close, synchronous and responsible coordination between the Standing Committee of the Provincial People's Council, the People's Council's committees, the Provincial People's Committee and the drafting agencies. The resolutions reviewed and issued have promptly institutionalized the Party's guidelines and policies and the State's laws into local mechanisms and policies. Thereby, creating an important legal basis for all levels and sectors to direct implementation, promote socio-economic development, ensure security and defense, and build the government. At the same time, many urgent issues arising in practice have been promptly resolved. In addition, after the resolution was passed, the Standing Committee of the Provincial People's Council directed all levels and sectors to promote propaganda on the mass media; At the same time, assign committees, delegations, and provincial People's Council delegates to supervise the concretization, dissemination, propaganda, and organization of the implementation of resolutions in relevant sectors, localities, and units.
The resolutions passed by the Provincial People's Council have contributed to promoting socio-economic development. Specifically, in the first 6 months of 2024, the growth rate of gross regional domestic product (GRDP) is estimated at 11.5%. All production sectors have developed, with many key indicators increasing compared to the same period. State budget revenue has exceeded estimates and the same period. The disbursement rate of public investment capital is at the top of all provinces and cities nationwide. The Provincial Competitiveness Index (PCI) in 2023 increased by 17 places... Another bright spot is the implementation of key projects and works, especially the 500kV line 3 project from Quang Trach (Quang Binh) to Pho Noi (Hung Yen) through Thanh Hoa and the 200kV line project Nam Sum - Nong Cong, which have been implemented resolutely and effectively.
Along with that, the system of institutions, regulations, rules, mechanisms, policies, and planning continues to be supplemented, amended, newly issued, and increasingly perfected. Many difficulties and obstacles are focused on to be resolved, creating a favorable environment and conditions for socio-economic development. The fields of culture - society, education - training, social security... continue to make progress. In particular, the campaign to support housing construction for poor households, policy households, and households with housing difficulties in the province is being implemented synchronously and extensively, mobilizing all levels, sectors, business communities and people from all walks of life to respond and participate...
It can be affirmed that the Provincial People's Council's consideration and issuance of resolutions that are close to and in line with practical requirements, as well as timely removal of arising problems, are and will continue to create a legal basis for authorities at all levels to implement. Thereby, contributing to the completion of socio-economic development goals set for 2024.
