Press release regarding the misappropriation of over 313 million VND in class fund collection and expenditure at class 1/2 of Hong Ha Primary School, located at 155A Xo Viet Nghe Tinh Street, Ward 17, Binh Thanh District, signed by Ms. Pham Thi Thuy, Deputy Head of the Education and Training Department of Binh Thanh District.

The statement said:

"1. Hong Ha Primary School held a parent-teacher meeting for first-grade classes for the 2023-2024 school year on August 13, 2023. During this meeting, the homeroom teachers of all classes, including Class 1-2, and the parents of the class unanimously elected a temporary Parent-Teacher Association (PTA) for the class. After the meeting, the PTA requested permission from the school to renovate the classroom because students from the integrated classes will be studying in this classroom for 5 years (from grade 1 to grade 5). The existing classroom will be renovated with the following items: floor leveling, air conditioning installation, wall painting, fans, sliding whiteboard, cabinets, etc."

The 300 million VND class fund almost completely vanished in one month. Parents were shocked when they saw the income and expenditure statement.

Parents affirm that the investment in classroom facilities is made on a voluntary basis and with parental consent. The content was agreed upon by 29 out of 32 parents (3 were absent).

Regarding the current state of the classroom, the school has fully equipped it with desks, chairs, lights, fans, interactive whiteboards, etc., but parents still wish to renovate the classroom to make it more spacious and well-equipped for their children to study in throughout the five years of schooling. The school has agreed to the parents' wishes to renovate the classroom, including items such as: installing air conditioners, exhaust fans, re-tiling the floor, making classroom cabinets and paper cabinets, and building flower beds in front of the classroom.

"2. Regarding income and expenses, the Parent Representative Board has publicly disclosed the following information on the parent group led by Ms. Nguyen Thi Thuy Quyen - Treasurer of the Parent Representative Board for Grade 1-2:

Total amount collected by the class association: 313,300,000 VND (31/32 students) + Total amount spent by the class association:

260,328,500 VND; remaining 52,971,500 VND.

"Upon receiving the information, the Department of Education and Training requested the school to seriously learn from the incident and hold a meeting with the Parent-Teacher Association (PTA) representatives and all parents of students in class 12 on September 27, 2023, to exchange information and discuss matters related to fundraising and the collection and expenditure of the PTA's operating fund, ensuring compliance with regulations. The PTA's activity plan must adhere to the regulations of Circular 55/2011/TT-BGDDT and Circular 16/2018/TT-BGDDT. A report on the results of the implementation should be submitted to the Department of Education and Training immediately after the meeting."

The press release details the irregular expenditures and states that the money must be refunded to the parents of class 1/2.

What instructions did the Department of Education and Training of Binh Thanh District give?

According to this press release, the Department of Education and Training of Binh Thanh District directed: "Regarding the rectification of irregular spending of the Parents' Representative Fund for Class 1-2. For the classroom renovation project, the Parents' Representative Committee settled on 227,030,000 VND. Although the classroom renovation project was funded by voluntary contributions from parents, the fundraising and spending process was not in accordance with regulations, therefore the Parents' Representative Committee of Class 1-2 will return this amount to the parents in accordance with regulations."

The statement also said that expenses such as entertainment costs, food and drink expenses, stuffed animals, and support for Ms. Thu (totaling 20,515,000 VND) were also in violation of regulations and would be refunded to parents. However, expenses for purchasing school supplies and decorative items for plants, totaling 12,783,000 VND, will continue to be covered.

Criticism of the teacher

The Department of Education and Training of Binh Thanh District instructed the school to monitor and supervise the refund of the money collected – which was only done in violation of regulations by the Parent-Teacher Association of Class 1-2 – and to report promptly to the Department of Education and Training.

"The school has been instructed to issue a reprimand to Ms. Huynh Ngoc Thuy, the homeroom teacher of Class 1-2, for the aforementioned violations. The Department of Education and Training has also issued a reprimand to Ms. Bui Thi Hai Yen, the school principal, for failing to adequately perform her role in school management and for not following the correct procedures for fundraising and managing the Parent-Teacher Association's operating fund," the statement said.
