Regional planning of Vinh Linh district, orientation to promote rapid, effective and sustainable growth

Recognizing the importance of planning work, Vinh Linh district has focused on directing and coordinating with units to deploy and complete the Vinh Linh District Construction Planning Project to 2040, with a vision to 2050. On April 19, 2024, Chairman of the Provincial People's Committee Vo Van Hung signed and issued Decision No. 925/QD-UBND approving the Vinh Linh District Construction Planning Project to 2040, with a vision to 2050. This is the orientation and basis for Vinh Linh to organize the urban, rural, functional areas and technical and social infrastructure systems in accordance with the requirements of socio-economic development in the new situation.

The nature and function of Vinh Linh district are determined in accordance with the socio-economic development plan and spatial orientation according to the Quang Tri Provincial Planning for the period 2021 - 2030, with a vision to 2050. Specifically, it is the economic, cultural, social, defense and security center of the northern region of the province.

Comprehensive economic zone of trade - services, tourism, industry, agriculture, in which priority is given to tourism and industry development. Forecasted development indicators of Vinh Linh district: by 2040, the population will reach about 149,000 people, the urbanization rate will be about 42%; by 2050, the population will reach about 162,000 people, the urbanization rate will be about 47%.

According to the Vinh Linh District Construction Planning Project to 2040, with a vision to 2050, the district planning scope includes the entire administrative boundary of Vinh Linh district with a total natural area of ​​61,998.59 hectares, with the following boundaries: to the North, it borders Le Thuy district, Quang Binh province; to the South, it borders Gio Linh district; to the East, it borders the East Sea; to the West, it borders Huong Hoa district.

The space is divided into 3 regions. Region 1 is the plain and midland, including 4 sub-regions: the district center, the right bank of Sa Lung River, the left bank of Sa Lung River, and the Northeast sand area. Region 2 is the mountainous region, including 2 sub-regions: the high mountain sub-region of the entire Vinh O commune, the low mountain sub-region of Ben Quan town and the communes of Vinh Ha and Vinh Khe. Region 3 is the coastal region, including Cua Tung town and part of the communes of Vinh Thai, Kim Thach, and Vinh Giang. Regarding the urban system: by 2040, develop and upgrade the quality of Ho Xa town to become a type IV urban area, Ben Quan town and Cua Tung town to become type V urban areas; by 2050: develop urban areas in a sustainable, civilized, modern direction, adapting to climate change.

Orientation of rural development, concentrated residential areas on the basis of expanding existing residential areas, minimizing the use of cultivated land, protecting the sustainable environment, promoting the traditional cultural identity of the locality. Investing in rural infrastructure systems, reserving land to arrange functional service areas to support the promotion of the rural economy is determined in the general planning project for commune construction.

Regarding industrial parks and industrial clusters, by 2030: invest and complete the synchronous infrastructure of Tay Bac Ho Xa Industrial Park, Cua Tung Industrial Cluster, Dong Vinh Linh Industrial Cluster, Western Vinh Linh A Industrial Cluster in Vinh Ha Commune, Western Vinh Linh B Industrial Cluster in Vinh Son Commune and a number of other industrial parks and industrial clusters.

By 2040: establish mixed-use zones including: industrial, logistics, commercial, service, residential/urban, agricultural and forestry production complexes... in Ben Quan town, Northwest of Vinh Son commune, intersection of Van Ninh - Cam Lo highway with provincial road 573B and build a number of other industrial zones and industrial clusters. By 2050: continue to exploit the industry in a sustainable and environmentally friendly direction.

Regarding tourism, develop cultural, historical, ecological, resort, and community tourism, restore and promote some traditional craft villages associated with tourism activities... in a professional and sustainable direction...

The construction planning of Vinh Linh district to 2040, with a vision to 2050, aims to specify the socio-economic development orientations of Quang Tri province in general and Vinh Linh district in particular. In particular, it promotes the strategic position of Vinh Linh district, its potentials in industry, trade, services, tourism, culture, ecology and landscape.

Regional construction planning is the basis for Vinh Linh to establish plans, programs, identify priority and key projects, implement construction investment in urban, rural areas, functional areas... to ensure harmonious and synchronous development. To achieve the key and core orientations stated in the Vinh Linh District Regional Construction Planning Project to 2040, with a vision to 2050, the Party Committee, government and people of Vinh Linh District are determined to resolutely, synchronously and effectively implement groups of tasks and solutions to ensure feasibility.

At the same time, mobilize and use all investment resources for the right purposes and effectively to serve the development of urban areas, rural areas, agriculture, industry, tourism, social infrastructure systems including education - training, healthcare, culture, trade - services and technical infrastructure including transportation, water supply, electricity supply, communications...

From there, the goal is to create rapid, effective and sustainable growth steps, building Vinh Linh into a key district for trade - service and tourism development in the North of Quang Tri province.
