The National Assembly has officially passed the Law on Identification, effective from July 1, 2024. The Law consists of 7 chapters and 46 articles.
Accordingly, regarding the transitional provisions, the newly passed Law on Identification clearly states that citizen identification cards issued before the effective date of this law are valid until the expiration date printed on the card. Citizens, when in need, will be issued a replacement identification card.
In case the ID card is still valid, it can be used until December 31, 2024.
Legal documents that have been issued using information from identity cards and citizen identification cards shall retain their validity; state agencies shall not require citizens to change or adjust information on identity cards and citizen identification cards in issued documents.

Citizen identification cards and national identity cards that expire from January 15, 2024 to before June 30, 2024 will continue to be valid until June 30, 2024.
Regulations on the use of citizen identification cards and national identity cards in legal documents issued before the effective date of this Law shall be applied as for identity cards issued under the provisions of this Law.
Transitional provisions
Before the National Assembly voted to approve, on behalf of the National Assembly Standing Committee, presenting the verification report, Chairman of the National Defense and Security Committee Le Tan Toi said that, accepting the opinions of National Assembly deputies, the National Assembly Standing Committee directed to revise and supplement the transitional regulations for citizen identification cards and identity cards in Clause 3, Article 46 as follows: "Citizen identification cards and identity cards that expire from January 15, 2024 to before June 30, 2024 will continue to be valid until June 30, 2024".
Accordingly, Clause 2, Article 45 is supplemented to stipulate the effective date as follows: "The provisions in Clause 3, Article 46 of this Law shall take effect from January 15, 2024"; at the same time, some contents of Article 45 and Article 46 are revised to ensure specificity, clarity and suitability to reality.
The name of the Law on Identity Cards reflects its scientific and comprehensive nature.
According to Mr. Toi, there are opinions that in recent times there have been many changes in the form, content and name of the ID card, so it is suggested to consider the name of the law, at the same time, it is suggested not to change the name of the law and the name of the card to ID card.

However, according to Mr. Toi, through discussion, most of the delegates' opinions and the opinions of the National Assembly Standing Committee agreed with the name of the draft law and the name of the identity card that has been explained.
The National Assembly Standing Committee believes that the use of the name Law on Identification clearly demonstrates its scientific nature, both covering the scope of regulation and subjects of application of the law, and being consistent with the trend of digital society management.
By integrating full information scientifically in the ID card along with the form and method of digital management to ensure popularity, the name change to ID card will help make state management more scientific, serving the digital transformation, digital economy, and digital society of the Government.
At the same time, create favorable conditions and support for people to participate in social activities as well as administrative and civil transactions more and more conveniently.
Mr. Toi also said that the National Assembly Party Delegation had asked for the Politburo's opinion on this content and the Politburo agreed and highly agreed on the use of the name of the Law on Identification and Identification Card as proposed by the Government.
The Standing Committee of the National Assembly finds that the name adjustment to the Law on Identification and Identification Cards is appropriate for the purpose of management and serving the people.
