The National Assembly today (June 7) questioned a group of issues in the fields of science and technology.

Speaking at the meeting, the National Assembly Chairman said that the National Assembly will question the Minister of Science and Technology on key issues: National science and technology development strategy; Solutions to promote the application and deployment of achievements and advanced science and technology products into life.

The application of high technology to serve socio-economic development, especially in the agricultural sector; The arrangement, management and use of the state budget for scientific research in recent times, the management and use of the National Science and Technology Development Fund;

Scientific research activities, transfer of scientific research results to the market of research units, institutes, schools, and public service units; Mechanisms and policies to encourage private investment in research and application of science and technology; Implementation of policies and laws on Science and Technology Development Funds of enterprises.

During the question and answer session, the National Assembly may invite Deputy Prime Minister Tran Hong Ha and the Ministers of Finance, Planning and Investment, Agriculture and Rural Development, Education and Training, Information and Communications, Health, Justice, and Industry and Trade to participate in answering questions and explaining related issues.

Answering questions before the National Assembly, Minister of Science and Technology Huynh Thanh Dat said that regarding support for the transfer and absorption of foreign technology for domestic enterprises, especially small and micro enterprises, policies and legal mechanisms regulating this issue are available, the issue is how to apply and implement them effectively in practice.

The Minister said that in recent times, many new advanced technologies have been applied, bringing efficiency in the healthcare, telecommunications, and transportation sectors. Some sectors are internationally competitive and deeply involved in the production value chain, with products having competitive advantages.

However, besides the achievements, there are still problems when the mechanism and policies have not really been promoted, it is difficult to access businesses, the connection activities and support services are not effective. Resources from the budget and businesses investing in this activity are still modest, and the infrastructure is limited.

In the coming time, the Minister said that the Ministry will propose to the Prime Minister to adjust mechanisms, policies and regulations in accordance with reality, promoting the program of searching, transferring, mastering and developing foreign technology in Vietnam.

Regarding the issue of the Center for Supporting Innovative Startups, the Minister said that the Ministry has developed and completed the project to establish the National Center for Supporting Innovative Startups in the three cities of Hanoi, Da Nang, and Ho Chi Minh City. It is expected that in June or early July, the decisions to establish these three centers will be issued.

These centers are established with the aim of exploiting local resources for innovation, aiming to apply policy testing models in new areas without regulations to encourage innovation and creativity, as a basis for summarizing experiences, replicating or promptly adjusting policies and models for implementation on a national scale.

In addition, regulations on the functions and tasks of the Ministry of Science and Technology have been issued, so the issuance of decisions to establish centers to support innovative startups is a basis for implementation, and these facilities will soon come into operation under the direction of the Prime Minister.

Regarding the effectiveness of scientific research topics, the Minister said that in recent years, the Party, State and National Assembly have paid great attention to scientific, technological, innovation and creativity activities, and balanced capital allocation for the industry.

Although science and technology activities have many specific characteristics, it is very difficult to determine how many specific topics are put into application.

It is important to determine that the results first serve socio-economic development, while improving the scientific research capacity of scientists and research teams themselves, contributing to the reputation of research institutes and universities.

Research on the use of ash and slag from thermal power plants to avoid major impacts on the environment and people's health

Responding to the solution to enhance invention and innovation, Minister of Science and Technology Huynh Thanh Dat stated that he was aware of the significance of this and that the Ministry of Science and Technology had established a working group to amend the circular to organize the amendment of the system to ensure consistency, aiming at practicality in solving issues related to invention and innovation registration. The Law on Science and Technology has provisions allowing project managers to register while implementing the project.

Responding to delegate Huynh Thanh Phuong about the difficulties in implementing financial autonomy for state-owned public service units, Minister Huynh Thanh Dat said that Decree 60 creates conditions for public service units to promote autonomy in performing assigned tasks. However, public service units in many fields have different systems.

Decree 60 does not regulate the specific characteristics of the science and technology field such as basic research, development research, and implementation research.

Therefore, the Ministry has proposed that the Government consider developing a separate Decree for autonomy of public science and technology organizations in the direction of more comprehensive autonomy in organizational structure, financial tasks, and asset management.

Responding to delegate Nguyen Thi Thanh Lam, Minister Huynh Thanh Dat said that ash and slag from thermal power plants have a great impact on the environment and people's health, so the Government has assigned the Ministry to find solutions to minimize the impact.

The Ministry has coordinated with the Ministry of Natural Resources and Environment, the Ministry of Construction, and the Ministry of Transport to carry out research tasks to apply the use of ash and slag for construction materials and concrete materials.

Over the years, the General Staff has submitted to the Government and the Prime Minister decisions on the list, roadmap, and low-efficiency power generation equipment, including low-efficiency thermal power plants; at the same time, promoting research on new energy to supplement the missing power source for thermal power.

Responding to delegates about the framework of the number of science and technology tasks and the budget ceiling, the Ministry proposed solutions to ensure the effectiveness and appropriate arrangement of the number of tasks and the amount of money spent on science and technology tasks in the coming time. Accordingly, restructuring national-level tasks, approving 19 programs with goals, expected content, requirements... as a basis for forming the framework and budget ceiling.

Answering the question about the application of high technology in agriculture, Minister Huynh Thanh Dat stated that this is a major policy of the Party and the State, so in recent times, the Ministry has closely coordinated with the Ministry of Agriculture and Rural Development to promote implementation to have effective application solutions for agricultural development. The Minister pointed out some initial results and statistics on the export turnover of agricultural, forestry and fishery products with the contribution of high technology.

Minister Huynh Thanh Dat also shared that high-tech applications still have many barriers due to the need for a lot of capital, and need more attention. Because this is a field with many potential risks but currently lacks preventive tools such as agricultural insurance and venture capital funds.

Therefore, in the coming time, the Ministry proposes to continue to improve policy mechanisms, localities need to be responsible for ensuring development in accordance with the goals of supporting science and technology; at the same time, the Ministry is ready to implement the tasks of the national program on high-tech development.

Minister Huynh Thanh Dat also said that the field of science and technology is unique, has risks and delays, so it is very difficult to count the number of topics applied in practice. There are topics that will only develop their value after many years, there are basic research topics, basic research oriented to application, there are social science research topics, development research topics.

Regarding official figures, however, this statistics is also relatively difficult. The Ministry will have more accurate statistics to serve the National Assembly delegates satisfactorily.
