DIRECT QUESTIONING AND ANSWERS TO QUESTIONS BY NATIONAL ASSEMBLY DEPUTIES

The National Assembly is expected to conduct a question-and-answer session from June 6-8. The session will be broadcast live on Vietnam Television, Voice of Vietnam, Vietnam National Assembly Television and International Media channel.
Speaking at the opening of the question and answer session, National Assembly Chairman Vuong Dinh Hue said that the question and answer session focused on four groups of issues in the state management fields of the Ministries: Labor - Invalids and Social Affairs, Science and Technology, Transport and the Ethnic Committee.
At the end of the question-and-answer session, Deputy Prime Minister Le Minh Khai will, on behalf of the Government, report and clarify issues of concern to National Assembly deputies and directly answer questions from National Assembly deputies. At the closing session, the National Assembly will consider and vote to pass a Resolution on question-and-answer activities to serve as a basis for implementing agencies, National Assembly agencies and National Assembly deputies to supervise the implementation.
In addition to the 4 groups of issues selected for questioning, in the past days of the Session, based on the reality and opinions of the People, voters and National Assembly deputies in the Group and Hall discussions, the Government, the Prime Minister, Ministries and branches have paid attention to promoting or initiating the resolution of many urgent issues of the People and businesses.
The National Assembly Chairman said that with the motto of continuing to innovate methods and ways of organizing questioning and answering questions, the National Assembly Standing Committee has directed the National Assembly Secretary General and agencies to deploy very early preparations for selecting groups of questions for questioning.
Based on the complete statistics of information on the responses to questions by Ministers and Heads of sectors and the content of groups of issues questioned during the term of the 15th National Assembly; based on the proposals of National Assembly delegations and opinions and recommendations of voters and people sent to the 5th Session, the National Assembly Standing Committee selected and submitted 5 groups of issues for the National Assembly to decide on 4 groups of issues to be questioned at this Session.
These are big, important issues, not only necessary and urgent in the short term, but also of strategic and long-term significance; in which, the Ministers of Science and Technology, Transport, and the Ethnic Committee answered questions for the first time in the 15th National Assembly, the National Assembly Chairman stated.
The National Assembly Chairman emphasized that questioning and considering the response to questions is a particularly effective form of supervision, clearly demonstrating democracy, rule of law, professionalism, publicity and transparency in the activities of the National Assembly; it is an opportunity for voters and people nationwide to evaluate the capacity, responsibility, performance of duties and tasks of National Assembly deputies and those holding positions and titles elected or approved by the National Assembly.
Based on careful and thorough preparation, with rich practice in the industry, working fields and experience accumulated during the process of working at the National Assembly, the Chairman of the National Assembly requested that National Assembly deputies continue to promote the spirit of "devotion - effort - positivity - enthusiasm - responsibility" in questioning activities; requested that Ministers and heads of sectors uphold the sense of responsibility before the National Assembly, voters and people nationwide, clearly explain the causes, responsibilities and remedies, so that the questioning session is truly effective, substantive, in-depth and highly constructive; not only contributing to promptly resolving current and urgent issues, but also identifying and proposing solutions to fundamental and long-term problems, creating substantive changes in each field being questioned.
The National Assembly Chairman believes that with the spirit of working with utmost concentration, dedication, frankness, openness, effective use of time, and strict compliance with the regulations of the National Assembly Session Rules, the question and answer session will be a great success, meeting the practical requirements and expectations of voters and people nationwide.
The four groups of issues selected by the National Assembly for questioning include: labor, war invalids and social affairs; transportation; science and technology; and ethnicity.
Specifically:
Minister Dao Ngoc Dung answered questions on the first group of issues in the field of labor, war invalids and social affairs . Deputy Prime Minister Tran Hong Ha, Ministers of Finance, Planning and Investment, Education and Training, and Home Affairs also participated in answering questions and explaining related issues.
The content of the question includes : Solutions for human resource development, especially high-quality human resources to meet the development requirements of industries and fields.
Planning, arranging, organizing, restructuring and improving the training quality of vocational training institutions, ensuring adequate supply of skilled workers in key areas and fields.
Current employment situation for workers and solutions to remove difficulties and obstacles in creating jobs for workers in the current period.
Solutions to overcome shortcomings and limitations in the field of social insurance (enterprises evading payment, appropriating, owing social insurance money, collusion, falsifying insurance benefit records, paying wrong benefits, etc.).
Social Insurance Fund management; solutions to overcome the increasing trend of employees withdrawing social insurance at one time.
Minister and Chairman of the Ethnic Committee Hau A Lenh answered questions on the second group of issues in the ethnic field . Deputy Prime Minister Tran Luu Quang; Ministers of the Ministries of Planning and Investment, Finance, Home Affairs, Agriculture and Rural Development, Transport, Construction, Labor - Invalids and Social Affairs, Culture, Sports and Tourism, Information and Communications, Natural Resources and Environment; Governor of the State Bank of Vietnam also participated in answering questions and explaining related issues.
The content of the questioning includes : Responsibilities of the Ethnic Committee and coordination with ministries and branches in implementing national target programs (new rural construction in the period 2021-2025;
Sustainable poverty reduction work for the period 2021-2025; socio-economic development in ethnic minority and mountainous areas for the period 2021-2030).
Policy to attract resources to support investment in the development of ethnic minority and mountainous areas, areas with difficult and especially difficult socio-economic conditions.
Solutions to remove difficulties and obstacles in ethnic policies related to the demarcation of communes and villages in ethnic minority and mountainous areas.
Solving difficulties in residential land and production land for ethnic minorities, overcoming the situation of spontaneous nomadic migration, shifting cultivation, and deforestation.
Minister Huynh Thanh Dat answered questions on the third group of issues in the field of science and technology . Deputy Prime Minister Tran Hong Ha; Ministers of Finance, Planning and Investment, Agriculture and Rural Development, Education and Training, Information and Communications also participated in answering questions and explaining related issues.
The content of the questioning includes : National science and technology development strategy; solutions to promote the application and deployment of advanced scientific and technological achievements and products into life.
The application of high technology to serve socio-economic development, especially in the agricultural sector.
The arrangement, management and use of the state budget for scientific research in recent times, the management and use of the National Science and Technology Development Fund.
Scientific research activities, transfer of scientific research results to the market of research units, institutes, schools, and public service units.
Mechanisms and policies to encourage private investment in research and application of science and technology.
Implementation of policies and laws on Science and Technology Development Fund of enterprises.
Minister Nguyen Van Thang answered questions on a group of issues related to transportation. Deputy Prime Minister Tran Hong Ha; Ministers of Planning and Investment, Finance, Construction, Science and Technology, Public Security, and National Defense also participated in answering questions and explaining related issues.
The questions include : Solutions to improve the traffic infrastructure system, limit traffic accidents nationwide, and reduce traffic congestion in major cities.
State management responsibilities in inspection activities; solutions to remove difficulties and improve the quality of inspection work for road and inland waterway motor vehicles.
Management of transportation activities, vehicle quality; training, testing, issuance, revocation and management of licenses to operate road and inland waterway vehicles.
Also in the question and answer session at this meeting, Deputy Prime Minister Le Minh Khai will clarify related issues and answer questions from National Assembly deputies.
