Responding to a question from National Assembly delegate Nguyen Thi Viet Nga, Minister Dao Ngoc Dung said that in 2022, the total number of Vietnamese workers working abroad will be 142,000. These workers will be sent to work abroad by companies and businesses licensed to do so.
Currently, there are 482 licensed businesses nationwide sending workers to work abroad. Workers who go to work abroad through licensed businesses are rarely deceived. “Most workers who are deceived into working abroad go through “ghost” companies, companies that are not licensed to send workers to work abroad,” said Minister Dao Ngoc Dung.
However, Minister Dao Ngoc Dung said that there are also some cases of being deceived by the licensed enterprises sending workers to work abroad. There are cases of being deceived from both sides, Vietnamese enterprises and foreign enterprises. On the Vietnamese enterprise side, workers are deceived into paying more than the brokerage fee, tricked into working in a field that is not in their training, so they are sent back to the host country. “Recently, the Ministry of Labor, War Invalids and Social Affairs has imposed many fines. In 2022, the Ministry Inspectorate imposed fines on 62 enterprises and revoked the licenses of 4 enterprises,” said Minister Dao Ngoc Dung.

On June 6, 2017, also at the National Assembly forum, the Minister of Labor, War Invalids and Social Affairs also responded to National Assembly delegates about the situation of Vietnamese workers running away abroad.
At that time, the rate of Vietnamese workers fleeing in Korea was up to 52.5%, Korea had to stop the entire EPS program with Vietnam (EPS is a program used for foreign workers working in Korea, foreign workers enjoy the same benefits as Korean workers - PV).

After that, for 4 years, Vietnam has persistently worked with Korea to implement solutions such as depositing; the other side deports, and even criminally prosecutes foreign workers who have run away in Korea (these measures Korea applies to all workers from other countries, not just Vietnamese workers). Up to this point, the Ministry of Labor, War Invalids and Social Affairs has had to temporarily stop sending workers from 18 districts in 9 provinces to work in Korea at the request of the other side.
Thanks to the synchronous implementation of solutions, the rate of Vietnamese workers running away in Korea is only 24.6%, among the countries with low rates of runaway workers. The Ministry of Labor, War Invalids and Social Affairs is continuing to coordinate with localities to better implement solutions to limit workers going to work abroad and then running away.
