Types of vehicle documents required for traffic

How much is the fine for not carrying vehicle registration papers or what level of administrative penalty will be imposed for not having registration papers? This is information that traffic participants need to know when driving on the road. According to Article 58 of the 2008 Road Traffic Law, it is stipulated as follows:

Motorcyclists and car drivers participating in traffic must be of the required age and health as prescribed. In addition, the driver must have a driver's license corresponding to the type of vehicle licensed to drive by a competent State agency.

According to Clause 2, Article 58 of the 2008 Road Traffic Law, required motorcycle documents include: Vehicle registration certificate, also known as vehicle registration card; Driving license; Certificate of environmental protection and technical safety inspection for motor vehicles; Motorcycle insurance - civil liability of motor vehicle owners.

When participating in traffic, especially when driving a vehicle, if asked to present documents without a driver's license or the above-mentioned related personal documents, the driver will be subject to an administrative fine according to the provisions of the latest Decree 123/2021, supplemented and amended by Decree 100/2019/ND-CP. Depending on the level, there will be different levels of penalties.

How much is the fine for not having vehicle registration?

Fine for forgetting vehicle registration papers: According to Point a, Clause 2, Article 17, Decree 100/2019/ND/CP (amended by Point m, Clause 34, Article 2, Decree 123/2021/ND-CP), if the driver of a motorbike or moped does not bring the vehicle registration papers, he/she will be fined from VND 100,000 to VND 200,000.

As for cars, drivers who do not have a vehicle registration certificate as prescribed or use an expired vehicle registration certificate will be fined from VND 2,000,000 to VND 3,000,000 according to Clause 4, Article 16, Decree 100/2019/ND-CP (amended by Clause 9, Article 2, Decree 123/2021/ND-CP).

In case of forgetting to bring a driver's license: Fine from 200,000 - 400,000 VND when driving a car without bringing a driver's license (according to Point a, Clause 3, Article 21, Decree 100/2019/ND-CP (amended by Clause 11, Article 2, Decree 123/2021/ND-CP).

Fine from 100,000 VND - 200,000 VND when driving a motorbike or moped without bringing a driver's license (according to Point c Clause 2 Article 21 (amended by Clause 11 Article 2 Decree 123/2021/ND-CP). Penalty for forgetting to bring a compulsory vehicle insurance certificate: A compulsory civil liability insurance certificate is one of the four types of vehicle documents that must always be carried when participating in traffic. For cars, fine from 400,000 VND - 600,000 VND According to Point b, Clause 4, Article 21 of Decree 100/2019/ND-CP (amended by Clause 11, Article 2 of Decree 123/2021/ND-CP) For motorbikes, including electric motorbikes: Fine from 100,000 VND to 200,000 VND according to Point a, Clause 2, Article 21 of Decree 100/2019/ND-CP.
