Que Son promotes administrative reform, improves investment environment

Administrative reform efforts

Mr. Nguyen Phuoc Son - Chairman of Que Son District People's Committee said that Resolution No. 03, dated December 22, 2020 of the District Party Committee on promoting administrative reform and improving the investment environment for the period 2021 - 2025, has been widely deployed to each grassroots Party cell and all levels of government from district to local.

The District People's Committee has concretized this resolution into an annual work program to direct and assign tasks to agencies, departments in the district and People's Committees of communes and towns to organize implementation.

Heads of agencies, units and chairmen of People's Committees of communes and towns attach responsibility to leaders in performing the task of promoting administrative reform and improving the investment environment.

In the past 3 years, Que Son has attracted 29 more projects registered for investment in the district. Of which, there are 15 projects registered for investment in the field of industry - handicrafts with a total registered capital of more than 1,923 billion VND and 2,152 registered employees; 7 projects registered for investment in the field of agriculture - forestry with a total registered capital of more than 160 billion VND; 4 projects registered for investment in the field of housing development with a total registered capital of nearly 1,662 billion VND; 3 projects registered for investment in the field of trade - services, tourism with a total registered capital of 173.5 billion VND.

Que Son focuses on promoting the role of the Reception - Result Delivery Department in handling investment registration procedures at district and commune levels, ensuring shortening the time for handling administrative procedures (AP).

Fully publicize administrative procedures on the electronic information portal of the District People's Committee so that organizations, businesses and individuals everywhere can update and learn about information and procedures for investment registration in the district.

On the basis of the standardized set of administrative procedures, the People's Committee of Que Son district directed agencies, units, and localities to update and publicly post the list of administrative procedures on the district's electronic information portal, communes, towns, and at the reception and result delivery department.

Localities register the list and administrative procedures to perform online public services with the province; continue to simplify the process of handling administrative procedures.

Agencies and units shall reduce at least 30% of the total processing time for administrative procedures as prescribed for 168 administrative procedures under the jurisdiction of the district level and 34 administrative procedures under the jurisdiction of the commune level that have been registered. At the same time, register a list of 7 administrative procedures to be processed within the day and reduce the processing time by 20% for 10 procedures.

Focus on improving the investment environment

Over the past 3 years, Que Son district has focused on planning, site clearance, and infrastructure improvement. Accordingly, the district's construction planning dossier has been prepared, with participation from various sectors and social feedback from the Fatherland Front; the District People's Council has passed the resolution and the District People's Committee has completed it and submitted it to the Provincial People's Committee for appraisal and unanimous approval.

Currently, the general urban planning projects of Dong Phu and Huong An have been reviewed and reported to the Provincial People's Committee for consideration and approval of adjustments to ensure conditions for socio -economic development, security and defense.

Since 2020, the district's sectors and localities have focused on implementing programs and resolutions on construction planning set forth by superiors. Up to now, the People's Committees of 11 communes in the district have developed a general plan for commune construction for the new period.

Regarding the investment in technical infrastructure in industrial clusters (CNN), Mr. Le Quang Khanh - Head of Que Son Economic and Infrastructure Department said that from 2020 to now, the district has continued to invest in building a public lighting system on the main road of Que Cuong Industrial Park; focusing on compensation and site clearance at Dong Phu 1 Industrial Park.

Besides, Minh Tien Trading & Service Company Limited is carrying out compensation and site clearance work at Go Dong Mat Industrial Park with a total cost of nearly 61 billion VND.

Que Son also continued to concretize nearly 63km of rural roads with a total cost of more than 59 billion VND; hardened 15.5km of district roads, reinforced sidewalks and built ditches along 18km with a total investment of 64.5 billion VND; built An Phu bridge and invested in inner-city roads... Thereby, contributing to creating favorable conditions for traffic to attract and call for businesses to invest in the area.

The Party Committee and authorities of Que Son district also regularly meet and discuss to grasp the difficulties and obstacles of enterprises; thereby, promptly directing solutions and removals. Local leaders also create conditions for enterprises and craft villages to access and expand markets through fairs and exhibitions in and outside the province...
