Today (February 24), Mr. Cao Tuong Huy - Chairman of Quang Ninh Provincial People's Committee - chaired a meeting to review the progress of the Quang Ninh LNG Power Plant project.
This project was approved by the Prime Minister to be added to the National Power Development Plan, with a scale of 2 units, total capacity of 1,500 MW, invested and built on an area of about 60 hectares, in Cam Thinh Ward, Cam Pha City. The project has a total investment of 2.272 billion USD, implemented by Quang Ninh Electricity and Gas Joint Stock Company, including a consortium of investors: PV Power-Colavi-Tokyo Gas-Marubeni.
This is the first power project in the North using imported liquefied natural gas (LNG). When completed, it will contribute to promoting the rapid development of thermal power using liquefied natural gas, making gas-fired electricity an important source of electricity supply, in line with the central government's orientation, contributing new electricity sources to the national power system.
According to the investor's progress report, the project's Feasibility Study Report has been prepared and submitted to the Department of Electricity and Renewable Energy for appraisal; contents such as: Coordinates of the low tide line, technical parameters of the LNG receiving terminal, coordinates of works located on the sea surface, cooling channel system... have been adjusted to the dossier for adjusting the 1/500 scale Detailed Construction Planning according to the direction of the Ministry of Natural Resources and Environment and the Ministry of Transport; proposed to reach an agreement with Vietnam Electricity Group on the connection plan for the Quang Ninh LNG Power Plant as well as procedures for site clearance, fire prevention and fighting approval, environmental impact assessment...
To speed up the completion of investment preparation procedures and start the project in the third quarter of 2024 as directed by the Ministry of Industry and Trade, the Chairman of the Quang Ninh Provincial People's Committee requested Quang Ninh Electricity Joint Stock Company to prioritize resources to speed up the project implementation progress, ensuring progress in accordance with the committed contents.
Implement adjustments to the Investment Registration Certificate in accordance with the proposed contents; closely coordinate with the Ministry of Industry and Trade to complete the dossier serving the appraisal and approval of the Project feasibility study report. Chairman of Quang Ninh Provincial People's Committee Cao Tuong Huy requested the Department of Planning and Investment to adjust the Investment Registration Certificate within 5 days from the date of receiving the completed dossier of the project investor. Cam Pha City shall immediately approve the adjustment of the detailed construction planning at a scale of 1/500 of the project before March 10, 2024; closely coordinate with the investor to organize the implementation of site clearance work; complete and hand over the cleared site to the investor.
To ensure national energy security and meet the goal of contributing new power sources to the power system, if the target is not met according to the progress direction of the Ministry of Industry and Trade, Mr. Huy said, Quang Ninh will seriously comply with the provisions of the Investment Law and will revoke the project.
The Quang Ninh LNG Power Plant project was launched in late October 2021 and is expected to be put into commercial operation in the third quarter of 2027. According to the plan, when put into operation, the plant will provide the national grid with about 9 billion kWh of electricity per year and contribute about VND 57,700 billion to the local budget within 25 years.
