Quang Ninh declares natural disaster emergency, speeds up construction of series of projects damaged by storm
Recently, the People's Committee of Quang Ninh province announced a natural disaster emergency and ordered urgent construction of 7 provincial headquarters, 13 medical facilities, and a number of road traffic infrastructure systems.
The declaration of a state of emergency is the basis and legal basis for implementing a shortened procedure to quickly overcome incidents and damage caused by storm No. 3 to constructions.

According to Decision No. 2703/QD-UBND, Quang Ninh province announced a natural disaster emergency to respond to and repair damage to traffic infrastructure on the expressway sections Ha Long - Bach Dang bridge, Cam Hai - Van Don - Tien Yen; provincial roads 326, 342, 329, 330, inter-district road Uong Bi - Hoanh Bo; road connecting National Highway 18 - Yen Tu - Ngoa Van; road from landmark 61 - landmark 68.
Previously, on September 20, Quang Ninh province issued Decision No. 2677/QD-UBND, declaring a natural disaster emergency for 7 provincial-level agency headquarters and Decision No. 2678/QD-UBND, declaring a natural disaster emergency for 13 medical facilities in Quang Ninh province.
At the same time, issue an emergency construction order for 7 provincial headquarters buildings and 13 medical facilities in the area.
These buildings were all severely damaged and had their glass roofs damaged, corrugated iron roofs blown off, air-conditioning vents on the roof, door systems, and glass walls blocking the wind, causing wind to blow, splash, and seep rainwater into the buildings, damaging interior equipment, office equipment, etc. Some sections of fences, agency gates, and trees were broken and fell, seriously affecting the entire operation.
The estimated emergency construction cost for 7 provincial headquarters buildings is 19,508 billion VND, from the province's budget reserve and other legal sources of capital.

7 provincial-level agency headquarters buildings include: (1) Headquarters of the National Assembly Delegation, People's Council and People's Committee of the province (with a system of connecting bridges with the Provincial Public Administration Service Center, Inter-agency Headquarters No. 2 and 3 and the Provincial Guest House); (2) Headquarters of the Provincial Media Center; (3) Headquarters of the Provincial Inspectorate; (4) Headquarters of the Provincial Public Administration Service Center; (5) Inter-agency Headquarters No. 2; (6) Nguyen Van Cu Cadre Training School (at Minh Thanh Ward, Quang Yen Town and Bai Chay Ward, Ha Long City); (7) Provincial Guest House (facility 1 and facility 2).
For the repair of 13 medical facilities, the estimated cost is 10,513 billion VND. Construction works at 12 medical units under the Department of Health will use the fund for developing career activities; other legal sources of revenue of the unit and the provincial budget. As for the project at Vietnam - Sweden Uong Bi Hospital, the funding will come from the fund for developing career activities and other legal sources of revenue of the unit.
13 medical facilities in the area include: (1) Bai Chay Hospital; (2) Cam Pha Regional General Hospital; (3) Provincial General Hospital; (4) Lung Hospital; (5) Traditional Medicine Hospital; (6) Center for Disease Control; (7) Ba Che District Medical Center; (8) Co To District Medical Center; (9) Van Don District Medical Center; (10) Tien Yen District Medical Center; (11) Ha Long City Medical Center; (12) Quang Yen Town Medical Center; (13) Vietnam Sweden Uong Bi Hospital.
Construction time of the above project is 45 days from the date of issuance of the Construction Order.

In order to promptly support and partially meet the needs of overcoming difficulties, restoring, building and repairing houses of poor households, near-poor households and disadvantaged households; on September 23, the People's Council of Quang Ninh province passed a Resolution on a number of measures to support overcoming the consequences of storm No. 3 (storm Yagi) in Quang Ninh province in 2024.
Accordingly, households whose houses have collapsed, are severely damaged and cannot be restored and need to rebuild will be supported with the cost of building new houses, with a support level of 100,000,000 VND/household. Households whose houses are severely damaged and the remaining part cannot be lived in will be supported with the cost of repairing the house, with a support level of 50,000,000 VND/household.
According to a survey by the authorities of Quang Ninh province, the total number of households needing to build new or repair houses in the area is about 1,830 houses (122 new houses, 1,708 houses), with a total cost of about 97,600 billion VND from the provincial budget with targeted support for districts, towns and cities.
Although proactively grasping and focusing on prevention and control of storm No. 3, the destructive power of the storm was too great, causing especially great damage to Quang Ninh province.
