
Budget payments are decreasing.
The Tax Department announced the estimated budget revenue for hydropower enterprises of VND 1,160 billion in 2024. The total electricity generation output in the first 6 months of 2024 according to tax declaration records is about 3,080 million kWh.
However, the budget revenue only reached 607.5 billion VND (52.3% of the estimate). Compared to the same period in 2023, the revenue was 79.3%, the power generation output was about 2,496 million kWh/3,080 million kWh, equal to 81.8%. According to the analysis of the Tax Department, many key hydropower enterprises have reduced power generation output.
Compared to the same period, the budget payment has not met the schedule and has decreased sharply. Specifically: A Vuong Hydropower Joint Stock Company paid 63.5 billion VND (29% of the estimate, equal to 41.6%), the branch of Power Generation Corporation 1 - Song Tranh Hydropower Company (Song Tranh 2) paid 47.7 billion VND (52.4% of the estimate, equal to 70.5%), Geruco Song Con Hydropower Company paid 28.4 billion VND (49.2% of the estimate, equal to 74.5%), Dak Mi 3 Hydropower Plant paid 18.1 billion VND (39.5% of the estimate, equal to 52.5% compared to the same period)...
The budget revenue of hydropower enterprises in the past 6 months has decreased sharply. The main reason is considered to be unstable weather, drought coming earlier than the same period. Hydropower enterprises must generate electricity according to the inter-reservoir operation process to ensure safe water supply until the end of the dry season.
In addition, according to regulations of the Ministry of Industry and Trade, hydropower plants with installed capacity of 30MW or more must participate in the competitive electricity market at each time. The output sold depends on the price acceptance of the electricity trading company and depends on the output regulation of the National Electricity System Control Center (A0).

According to Mr. Nguyen Van Tiep - Director of the Tax Department, hydropower plants have fulfilled their tax obligations well and have no tax debts. However, according to tax management data, there are too many fluctuations. The budget payment is unstable, decreasing year by year, although in recent years some new capacities have emerged, but mainly small hydropower plants, the budget payment is not large such as Nuoc Bieu, Dak Di, Tra Linh... In the first 7 months of 2024 alone, it continued to be low, only 80% of the same period.
In addition to natural factors, there are still plants that continue to operate, but cannot be loaded onto the grid because they are not regulated by the Vietnam Electricity Group. "The above difficulties and problems have led to a sharp decrease in the output and electricity prices of many hydropower enterprises in 2024, leading to a significant decrease in budget revenue," said Mr. Tiep.
The 2024 budget revenue estimate was set by the Provincial People's Council at VND 20,100 billion compared to VND 20,880 billion in 2023. However, in the first 6 months of 2024, it only reached 46.4% (VND 9,317 billion), equal to 91.6% over the same period. Total budget revenue including the extension was VND 10,099 billion, reaching 50.2% of the estimate, equal to 94.1% over the same period.
According to the Tax Department's calculations, the estimated revenue in 2024 from hydropower plants is VND 1,160 billion (reaching 100%, but only 92.3% compared to 2023), which is easy to achieve when the budget contribution from this area is decreasing.

Find ways to increase revenue
On August 8, 10 large hydropower enterprises attended a meeting of the Provincial People's Committee to discuss budget collection. Many hydropower enterprises said that currently, the water level at some large hydropower reservoirs in the province is higher than the prescribed level during the dry season of the inter-reservoir operation process on the Vu Gia - Thu Bon river basin.
They proposed that the Provincial People's Committee allow or request the National Power System Control Center to allow the lake to be brought to the dead water level at the end of August 2024 and the first two weeks of September 2024, in order to make full use of the remaining useful capacity for power generation.
The hydropower enterprise also proposed that the Steering Committee for Natural Disaster Prevention and Search and Rescue of Quang Nam province order flexible operation of reservoirs during the flood season.
Specifically: do not lower the reservoir too deep to the lowest flood level when there is a flood forecast. Extend the operating time to bring the reservoir water back to the highest pre-flood level after the flood ends.
Businesses request the government and management agencies to quickly consider plans to protect dams, build roads, allow factory expansion, prune forests to protect the safety of the power grid, take advantage of discharged water, avoid wasting resources and budget... Along with the recommendations, business owners commit to paying the budget the full amount that has been set.

Mr. Nguyen Vinh - Director of Dak Mi 2 Hydropower Plant said that the electricity output only reached 40% because the small reservoir could not hold enough water. However, the plant will ensure enough according to the plan to pay the local budget.
More importantly, the government has approved the plant to mobilize at least 2 to 3 generators during the regular rainy season to have enough water to push the sand out. Otherwise, the sand will overflow and flood, leading to a stop in power generation, not ensuring the amount of electricity and budget payments as planned.
Mr. Le Dinh Ban - member of the Board of Directors of A Vuong Hydropower Joint Stock Company said that making an estimate of the planned annual output is something that cannot be avoided, but whether it is achieved or not depends on the weather. There is no way to accurately forecast the output or budget payment.
According to Mr. Ban, the operation of hydroelectric plants in the first 6 months of the year was about 35-40% of capacity, and there was nothing unusual in the output. While ensuring domestic water and offering competitive prices, being bound by regulations affected revenue.
Low revenue will lead to a series of other taxes paid to the budget will also decrease. However, there is nothing to worry about. The output in the remaining months will be better. Expected to reach the budget payment plan.
Mr. Tran Nam Hung - Vice Chairman of the Provincial People's Committee hopes that hydropower enterprises will make every effort to operate hydropower output at full capacity and contribute the correct amount of tax assigned.
The enterprise's proposals will be guided by relevant departments and branches; for pruning forest trees, the hydropower enterprise will take the lead in developing a plan with the locality because there are no regulations yet.
Calculating the need for pruning, the impact on grid safety, and the dam protection plan must be completed no later than August 15, 2024. Agreeing on the expansion policy, but needing to complete the power planning before the project expansion plan and factory expansion plan for the enterprise can be approved.
