In 1969, the resistance war against the US to save the country entered a fierce and difficult phase. On September 2, 1969, President Ho Chi Minh passed away. This was an extremely great loss for our nation. The cadres, soldiers and people of Quang Nam and Quang Da were extremely saddened.
On this occasion, Quang Da Special Zone and Quang Nam Provincial Party Committee organized a political activity "Studying and following Uncle Ho's Testament" to thoroughly understand and build determination to overcome all obstacles and thorns, to fight and defeat the enemy.
Under the leadership of the Party, the army and people of Quang Nam and Quang Da have upheld the spirit of determination to fight and defeat the invaders and their henchmen with the spirit of "nothing is more precious than independence and freedom".
Quang Nam's spirit shines on this steadfast land, with victories of great historical significance, the liberation of Quang Nam province on March 24, 1975 and Da Nang city on March 29, 1975, contributing significantly to the great victory of spring 1975 - completely liberating the South and unifying the country.
After completing the implementation of His Will "Determined to fight the American invaders to complete victory", the homeland was liberated, the Party Committee and people of Quang Nam - Da Nang deployed revolutionary action movements to fulfill His wish during his lifetime "To build our country more decent and beautiful".
After more than 20 years of reforming and building the homeland of Quang Nam - Da Nang along the socialist path, in the extremely difficult and complicated conditions of the early days of liberation, especially after the collapse of the Soviet Union and Eastern Europe, the Provincial Party Committee has inherited the revolutionary tradition of the homeland, always pondering and exploring new directions, promoting courage and intelligence to propose bold policies and decisions, "going ahead", "breaking the rules" showing the spirit of "dare to think, dare to do, dare to take responsibility" before the Party, before the people..., contributing to the cause of building socialism in the homeland of Quang Nam - Da Nang, achieving many great achievements, leading the country in many revolutionary movements.
The Phu Ninh irrigation project was built and completed in the period (1977-1986) and is the clearest evidence of an unprecedented mobilization of human and material resources by the Party Committee and people in the province after the liberation of the homeland.
The project has a great significance in affirming the spirit of victory and determination to build a new life of the army and people of Quang Nam - Da Nang, affirming the spirit of daring to think and daring to do of the Provincial Party Standing Committee.
Then, in 1990 and 1991, implementing his Will, Quang Nam - Da Nang province exempted farmers from agricultural taxes. These policies and decisions demonstrated the great responsibility of the Party Committee in the face of the urgent needs of the people, always taking the interests and a happy and prosperous life of the people as the highest goal to strive for.
Innovation, creativity
Since January 1, 1997, Quang Nam province was re-established. Keeping in mind Uncle Ho's words: "No matter how difficult or arduous, our people will definitely win", at the same time, continuing to promote the tradition of the homeland "Loyal and steadfast, leading the way in destroying the Americans", with the will and determination not to give in to difficulties, the Party Committee, government and people of Quang Nam have promoted the revolutionary tradition, constantly innovated, created, united, and strived to continue writing the heroic and glorious history of the homeland of Quang Nam.
After more than 27 years of re-establishment, Quang Nam province has achieved many important achievements in all fields, creating the image, appearance and position of a Quang Nam that is proactive and creative in thinking; correct and decisive in action...
The outstanding mark is the rapid economic breakthrough, improving the material and spiritual life of the people. From a poor, purely agricultural province that had to receive more than 70% subsidy from the Central Government, after 20 years of re-establishment, since 2017, Quang Nam has balanced its own budget and contributed to the Central Government.
Up to now, Quang Nam has become a fairly developed province in the Central region; GRDP scale reached over 5.5 billion USD, ranked 26/63 provinces and cities; the highest annual budget scale reached 33,000 billion VND. The appearance of rural areas, mountainous areas, and ethnic minority areas has had positive changes, the infrastructure system has been invested and upgraded, shortening the gap between mountainous areas and plains.
Culture and society have made much progress, poverty reduction work has been carried out resolutely; policies for people with revolutionary contributions have been well implemented, social security has been ensured; education, training, and healthcare have been given attention with many outstanding results; the material and spiritual life of the people has been significantly improved.
National defense and security are maintained, politics are stable, and foreign relations are expanded. Party building and the political system are increasingly consolidated and improved; the province's position is increasingly affirmed.
The above achievements are the result of the persistent and determined efforts and determination of the Party Committee, government and people of the province to not accept poverty and backwardness; and the result of the solidarity, unity and harmony between "Party's will and people's heart".
It is a concrete demonstration of the mettle and creativity of the Quang Nam Party Committee in choosing the right direction; it is the promotion of heroic traditions, cultural identity, the strength of great national unity, mobilizing all resources to join hands to build the homeland of Quang Nam increasingly prosperous; it demonstrates the determination to carry out Uncle Ho's Testament.
The achievements of the past 55 years (1969 - 2024) are great, of historical significance, and worthy of respect. However, the lives of a part of the people, especially in mountainous areas, are still facing many difficulties; economic development is not commensurate with potential; the leadership capacity and fighting strength of some grassroots party organizations are still limited...
The year 2024 is of great significance, being the final year to implement the goals of the Resolution of the Provincial Party Congress for the 2020-2025 term, thereby contributing to realizing the goal of "striving to make Quang Nam a fairly developed province of the country by 2030" as set out in the Resolution of the 22nd Provincial Party Congress.
To achieve that goal, the Quang Nam Provincial Party Committee must continue to improve the quality of Party building and rectification work, making the Party clean and strong - an important factor that determines the success of the cause of building and defending the socialist Vietnamese Fatherland.
Resolutely, synchronously and effectively implement solutions to fight, prevent and repel degradation, "self-evolution" and "self-transformation" in each Party organization, one of the fundamental and breakthrough solutions is to concretize the implementation of Regulation No. 144-QD/TW dated May 9, 2024 of the Politburo on regulations on revolutionary ethical standards for cadres and Party members in the new period, combining "promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle" with his instructions in his Testament and implementing Resolution of the 12th Central Committee, Session 4, on "Strengthening Party building and rectification; preventing and repelling degradation in political ideology, morality and lifestyle, manifestations of "self-evolution" and "self-transformation" within the Party"; promoting the building and promotion of cultural values and human strength of Quang Nam; Make the content of building culture in the Party a criterion for building and evaluating agencies and units; build Party culture associated with promoting Party building and rectification, so that the Party is truly ethical and civilized.
